Universal City votes to extend ETJ agreements for property owners surrounding Cibolo Creek

Universal City council has voted to extend nonannexation agreements with extraterritorial jurisdiction properties surrounding FM 1518 and Cibolo Creek.

Some details: At the Oct. 7 council meeting, Mayor Tom Maxwell broke a 3-3 tie on a motion to extend the agreements for five years, rather than annex the 148 acres and 13 properties.

The council's decision means that it is now up to each property owner to decide if they wish to extend the agreement or be annexed, City Manager Kim Turner told Community Impact.

The backstory: The nonannexation agreement process began in 2015, when Joint Base San Antonio-Randolph, or JBSA, conducted a joint land use study and found concern in vacant property across the area encroaching on the base. In response, cities surrounding the base annexed the ETJ containing the properties to gain local control. Landowners were against annexation when the city met with them, leading to a 10-year nonannexation agreement term approved in January 2016, Turner said.

Locally owned pet grooming salon opens in Live Oak

A new pet grooming salon has officially opened in northeast San Antonio.

Some details: The pet grooming salon—called Honeybee Grooming—is owned by Hailey Carroll. Honeybee Grooming opened its brick-and-mortar on Oct. 6.

The business began as a home-based grooming business in 2023. Carroll said she wanted to open a brick-and-mortar to offer the service to more customers with pets in the area.

Texas lawmakers to investigate deadly Central Texas floods with new committees

The Texas House and Senate are launching new legislative committees to “get to the bottom of exactly what occurred” during this summer’s deadly Central Texas floods, state leaders announced Oct. 13.

The details: The bipartisan panels, known as the House and Senate General Investigating Committees on the July 2025 Flooding Events, will meet jointly to conduct “a comprehensive and thorough review” of the floods, House Speaker Dustin Burrows and Lt. Gov. Dan Patrick said.

Lawmakers will be tasked with:

  • Identifying strategies to strengthen Texas’ disaster preparedness
  • Helping communities respond to future floods
  • Examining actions taken at summer camps in the flood zone

The background: During special legislative sessions this summer, lawmakers passed bills aimed at hardening summer camps against future disasters and improving local flood warning systems.

"While progress was made during the second special session to bolster Texans’ safety, the magnitude of this tragedy demands a comprehensive and thorough review," Burrows said in an Oct. 13 statement.
