Humble ISD trustees approve new design for Foster Elementary campus rebuild

Humble ISD trustees approved a new design and maximum cost for planned water detention space at the Foster Elementary School rebuild after community members raised concerns over the project's original design.

The details: During the board’s July 15 meeting, trustees approved a maximum price of roughly $2.17 million to construct underground detention at the Foster Elementary School rebuild. The roughly $44 million, 122,000-square-foot campus—which will be located in close proximity to the old campus—is part of a $775 million bond package approved by voters in May 2022.

Some context: In May, District officials held a public input meeting on the project in response to concerns raised by area residents that the new campus will not include as much green space as the previous campus.

Jason Seybert, HISD associate superintendent of Support Services, said the new design will include underground detention space, which freed up room for two large, open green spaces and 124 total parking spots at the campus.

Houston reveals new Fleet Week details, including event schedule, logo

In April, it was announced that Houston would become the first Texas city to host Navy Fleet Week in the Port of Houston this November.

Taking a step back: Fleet Week is an annual tradition in which the U.S. Navy, Marine Corps and Coast Guard dock their ships in major cities for a week of celebrating and recognizing military services in the U.S. with ship tours, military demonstrations, air shows and educational programs.

The update: On Aug. 22, Houston unveiled a new logo for the event and launched a user-friendly website that the community can engage with leading up to the event, which will take place Nov. 5-12.

According to a news release from the city, the website www.fleetweekhouston.com will serve as a central hub for exploring the event schedule—from an expo and local festivities to tours of sea vessels—as well as allow residents to support active-duty personnel through volunteering and sponsorships.

Houston Fleet Week is free and open to the public.

Gov. Abbott signs new congressional map; Texas Democrats vow to fight in court

Gov. Greg Abbott signed Texas’ new congressional map into law Aug. 29, declaring in a video posted to social media that “Texas is now more red in the United States Congress.”

The details: Under Texas’ current congressional boundaries, Republicans hold 25 of Texas’ 38 congressional seats. State lawmakers have said the new map will help them gain up to five more during the 2026 midterm elections.

Texas Democrats have called the mid-decade redistricting effort unconstitutional and "racially discriminatory," while Republicans asserted that the map "complies with the law" and was designed to help more Republicans get elected to the U.S. House.

Next steps: Texas’ new congressional map is set to take effect in early December, although it will be discussed in court two months earlier. After state senators approved the map Aug. 23, the League of United Latin American Citizens and a group of Texas residents filed a lawsuit asking that the map be found unconstitutional.

A panel of three federal judges will hear arguments in the case Oct. 1-10 in El Paso.
