Southlake City Council approves bank use, denies speakeasy plan in mixed-use development

A site plan change for The Overlook was approved, but only one of the two requests was passed at the Southlake City Council meeting Dec. 2.

The details: Council approved the request for the bank 7-0 but denied the plan of a speakeasy.

“It's not uncommon for an applicant to come back fairly quickly on a footprint to say we need an extra 500 feet, or 300 less, or whatever it is,” Mayor Pro Tem Randy Williamson said. “But man, we just approved this thing, and it was approved as office and residential."

Diving deeper: Travis Franks, co-founder and CEO of WillowTree Custom Homes, said the proposed speakeasy would be about the size of a tennis court and would be a private club.

He mentioned his plan for a private club would be similar to Park House, a private members club located in the Highland Park area of Dallas. Houston also has a location, according to its website.

Roma's Italian Bistro

The bistro is a family-owned Italian restaurant that serves a full Italian menu with sauces made from scratch, owner Romeo Manellari said. The restaurant is still waiting on its final inspection before opening, a representative told Community Impact on Dec. 2. Menu items include pizza, with options such as Hawaiian, barbecue and Margherita. Dishes also include garlic bread, pasta, minestrone soup, salads, calzones, sub sandwiches and seafood.

What to know about the new Texas laws taking effect Dec. 4

A dozen new Texas laws are scheduled to take effect Dec. 4. The new laws come 90 days after the end of a special legislative session that took place this summer.

The overview: Some of the bills becoming law Dec. 4 include:

  • House Bill 8, which will replace the State of Texas Assessments of Academic Readiness, or STAAR, with three shorter exams beginning in fall 2027
  • House Bill 18, which is designed to deter future legislators from leaving the Texas Capitol to prevent a legislative chamber from considering legislation, known as breaking quorum
  • Senate Bill 54, which will roll back a short-lived rule that allowed registered Texas voters who moved within a county to update their address at the polls and immediately vote in their new precinct

Stay tuned: HB 4, the congressional redistricting plan at the center of a federal court battle, is also set to take effect Dec. 4. After a federal court struck the congressional map down Nov. 18, the U.S. Supreme Court temporarily restored it while justices make a final decision.
