Animal shelter report, interlocal agreements: Check out 3 updates from Allen City Council

Here’s everything to know about Allen City Council’s March 10 meeting.

1. Allen Animal Shelter advisory committee report: Board member Kitri Stephens presented a report on the Allen Animal Shelter, showing the daily shelter population decreased year over year, going from an average of 37 animals per day in 2024 to an average of 25 in 2025.

“We were able to adopt out 402 animals to their forever homes, and that’s something that we’re very proud of,” Stephens said of adoptions in 2025.

2. Interlocal agreement with city of Lavon for radio services: The cities of Allen and Plano have had an interlocal agreement to share a radio system for municipal services since 2018. A new agreement allows the city of Lavon to use the radio system as well.

3. Amended and restated composting agreement: Council members also approved an amendment to the Regional Composting Interlocal Agreement, which member cities of the North Texas Municipal Water District established in 2003. If approved by all five member cities, there will be three changes to the contract.

Miniso plans March opening for Allen store

Global lifestyle retailer Miniso is opening soon in The Village at Allen, a company representative confirmed.

The gist: The roughly 10,500-square-foot Allen store will offer items such as:

  • Apparel
  • Electronics and technology accessories
  • Home goods and lifestyle
  • Stationery
  • Toys and collectibles

Get involved: 
Grand opening festivities include a planned ribbon cutting, free gift bags valued at $50 for the first 50 customers, and a 10% discount for purchases made during the grand opening weekend.

Mad Greens, Great American Bakery Cafe, Chili’s Bar and Grill coming to DFW Airport

The Dallas Fort Worth International Airport will have new dining options coming to terminals A and D.

During the DFW Airport board of directors meetings, new and amended leases were approved for various concessions.

What’s happening? In Terminal A, a lease with Mitchell Olsen Partners DFW LLC was amended for a quick-serve salad location near Gate A pier for Mad Greens. The restaurant, with four locations in the Austin area, serves salad, bowls and wraps, according to its online menu. The restaurant replaces Salad and Go, which closed all its Texas locations earlier this year, according to previous reporting.

Long story short: There were three changes approved for Terminal D.

A Great American Bakery location will be going in near Gate D34 and will be operated by Java Star Inc. There was a lease assumption from Host Java DFW, which operated The Coffee Bean and Tea Leaf at that same location.

Trinity Groves Bar, near Gate D2, will become Chili’s Margarita Bar, and the Trinity Groves Kitchen will be replaced by Chili’s Bar and Grill.
