New indoor playground to open in Pearland

Cheeky Monkeys, an indoor playground for children, is coming to Pearland, according to a filing with the Texas Department of Licensing and Regulation.

What's in a name: The 9,000-square-foot facility—designed for children ages 10 months to 8 years old—will feature a multi-level soft playground, a clubhouse for imaginative play and an arts and crafts area, according to its website.

Manvel e-bike riders to follow new regulations

Electric bicycle riders in Manvel will have to follow new operating and safety regulations following City Council’s approval of a new ordinance at its July 20 meeting.

What residents need to know: The regulations were adopted in response to the growing use of e-bikes in Manvel and establish operating rules, safety requirements and enforcement standards, according to city documents.

Under the ordinance, e-bikes are defined in three classes:

  • Class I: Pedal-assist only, with motor assistance ending at 20 mph

  • Class II: Throttle-equipped and capable of motor-only operation, with assistance ending at 20 mph

  • Class III: Pedal-assist only, equipped with a speedometer and providing assistance up to 28 mph

Also of note: Violations carry fines of up to $50 for a first offense, $100 for a second offense within 12 months and $200 for subsequent offenses within a 12-month period, city documents show. First-time offenders may be eligible to complete a safety education course instead of paying a fine.

Tropical storm watches in effect for Texas coast as Bertha path shifts

Officials with the National Weather Service issued tropical storm watches for portions of southeast Texas as Tropical Storm Bertha is expected to make landfall by the end of the week.

What we know: Tropical Storm Bertha maintained strength overnight according to data from the NWS, but is still expected to not strengthen beyond a tropical storm before making landfall across Louisiana and Texas. However, officials said the storm itself should not cause significant impact to the region.

NWS officials urged residents along the coast in Brazoria, Chambers and Galveston counties to continue any storm preparations before Bertha makes landfall. The storm watch along the Texas coast is in effect until 6 a.m. July 24 unless it is extended.

In their words: "Bertha will bring scattered showers and thunderstorms through the day, but the threat for excessive rainfall/flash flooding is marginal," NWS officials said in a July 22 news release. "While there is not a storm surge risk, there is a threat of minor coastal flooding."

Gov. Abbott names senior adviser Robert Howden as Texas secretary of state; Jane Nelson steps down

Gov. Greg Abbott named Robert S. Howden, one of his senior advisers and his office's legislative director, as Texas' 116th secretary of state effective July 18. Howden will succeed Secretary of State Jane Nelson, who resigned effective July 17 more than three years after she took office.

As the state's chief elections officer, Howden will be responsible for overseeing the application of Texas election laws and assisting local election officials. The secretary of state's office also manages business records, government rules and regulations, and other official duties.

Following Abbott's appointment, Howden must be confirmed for the position by at least two-thirds of the Texas Senate. The state Legislature's next regular session will begin in January.
