Conroe council approves $80K study of city employee pay, job classifications

Conroe will review how it classifies and pays city employees after City Council approved an $80,000 contract for a compensation study at its Sept. 24 meeting.

The details: The city selected Public Sector Personnel Consultants to conduct a comprehensive review and update of its existing classification and compensation system.

The study is intended to help ensure the city’s pay structure remains competitive with current market conditions while keeping compensation equitable and internally consistent, according to city documents.

The review will cover both job classifications and compensation, examining the structure the city uses to organize positions and establish pay. It will also address whether that system reflects Conroe’s current organizational needs.

How we got here: Conversations about a compensation study began during the city’s budget workshop process as council worked through the fiscal year 2026-27 budget.

The Sept. 24 approval moves that discussion forward by hiring a consultant to review the city’s existing system and develop updates.
