PREVIEW: Harris County commissioners to hold Ben Taub hearing, discuss potential criminal justice changes

Harris County Commissioners Court will review more than 450 agenda items March 19, including a public hearing on the proposed parkland acquisition for Ben Taub Hospital's expansion as well as potential changes to the county's criminal legal system.

The overview: In compliance with Chapter 26 of the Texas Parks & Wildlife Code, commissioners will hear from community members about the proposed acquisition of 8.9 acres of Hermann Park to make way for a $410 million expansion of Ben Taub Hospital. 

Hospital officials say the expansion is critical to address bed capacity limitations at the Level I trauma facility. However, some residents are concerned with the potential environmental implications. 

Also on the agenda: Commissioners are also set to discuss potential operational and fiscal changes to county's legal system as a result of Senate Bill 9, a 2021 law that shifted bail-setting authority for certain violent offenses to elected judges.

Tomball ISD projects $255M in revenue for FY 2026-27

At the March 16 budget workshop meeting, Tomball ISD Chief Financial Officer Zack Boles projected the district's fiscal year 2026-27 general fund revenue to be around $255 million. Boles said the audited budget for TISD in FY 2025-26 was $238.3 million; this new budget is a $16.7 million increase.

The projections: Boles’ presentation addressed not only the increased revenue compared to the 2025-26 budget but also the various issues the district will need to address in the next fiscal year. The various goals the district hopes to address with this higher budget include staff recruitment and retention, making TISD a destination district, and providing well-maintained facilities for students.

At the Capitol: TISD has received some support from the state level to address the district's funding needs. In June, the Texas 89th Legislature passed an $8.5 billion funding bill—House Bill 2. HB 2's primary focus was to help increase teacher pay, special education funding, and allotment increases, as previously reported. Boles said HB 2 generated an overall funding increase of $11.8 million for the district.

Houston Livestock Show and Rodeo adds dress code to code of conduct

Houston Livestock Show and Rodeo officials have announced a new dress code for entry, beginning March 17.

Sorting out details: The Rodeo has provided an update on its code of conduct for guests, according to its website.

The following is prohibited:

  • Clothing with "objectionable" material, such as obscene language or graphics
  • Excessively torn clothing or visible undergarments exposing excessive portions of the skin
  • Clothing or other attire of affiliation with a criminal street gang
  • Clothing or apparel that intentionally obscures the face, unless worn for cultural or religious reasons or a medical condition

The context: Since 1932, the Houston Livestock Show and Rodeo has featured traditional rodeo competition and country music performers. Each year, the Rodeo hosts several events, including auctions, cookoffs and concerts, all with the goal of promoting Western heritage, officials said.
