SHSU, Tri-County Behavioral Healthcare launching psychiatry residency

In July, Sam Houston State University’s College of Osteopathic Medicine will launch a new psychiatry residency program, a specialty that COM Dean Dr. Thomas Mohr said is “desperately needed.”

Quote of note: “While our medical school is really created to help expand access to primary care ... even though it is not primary care, psychiatry is massively underserved,” Mohr said.

Diving in deeper: The new residency is a partnership between the college, Huntsville Memorial Hospital and Tri-County Behavioral Healthcare, which serves Montgomery, Walker and Liberty counties. The four-year program will accept four residents per year, and hit capacity at 16 residents.

Some context: In Montgomery County, the number of psychiatrists per 100,000 people is 7.4, while that figure is 2.6 and 2.2 in Walker and Liberty counties, respectively, according to the Texas Health Professions Resource Center.

On the Border shutters all company-owned locations

Tex-Mex restaurant On the Border Mexican Grill and Cantina permanently closed all company-owned restaurants in mid-June, according to an emailed statement from OTB Hospitality.

The overview: The company made the decision through an “evaluation of the business,” according to the statement.

“On The Border Mexican Grill & Cantina has made the difficult decision to move forward with a significant transition in its restaurant operations, which [included] the closing of company-owned locations by end of day Friday, June 12, 2026,” the statement read. “This decision follows a thorough evaluation of the business and was not made lightly.”

The statement added that the franchised locations will remain open.

Some background: A news release from Houston-based Pappas Restaurants, the parent company of Pappadeaux Seafood Kitchen and Pappasito’s Cantina, stated that the organization purchased On the Border May 1.

The restaurant offered nachos, quesadillas, fajitas and burritos, according to its menu.

Conroe ISD reviews impact of new cellphone policy

During the 2025-26 school year, Conroe ISD tracked the number of cellphone-related discipline referrals across its secondary campuses. This is the first year of the district tracking and implementing disciplinary measures for cellphone usage.

Mark Murrell, CISD assistant superintendent for high schools, presented the report to the board June 16. Some key findings from the report were that cellphone referrals were the most common disciplinary method, and that most students were one-time offenders.

Policy breakdown: The CISD cellphone policy was implemented last year in compliance with Texas House Bill 1481. The Texas Education Agency’s website states that the bill's purpose is to “prohibit students from using personal communication devices (such as cellphones, smartwatches, and tablets) on public school campuses during the school day.”

Students caught using their cellphones would be given disciplinary referrals by their teachers and have their phones confiscated till the end of the day. After a “high amount” of referrals, the students' parents would have to come to the school to retrieve it themselves, Murrell said.
