Celina council approves $3M incentive package for downtown mixed-use development

Trackside Junction, a mixed-use development designed to transform the empty parking lot at 111 W. Pecan St., is moving forward with financial support from the city of Celina.

The gist: Plans for the development include retail, restaurant, office, event and residential space, according to a presentation by Anthony Satarino, executive director of the Celina Economic Development Corp.

What happened: Celina City Council voted 5-2 to approve an economic development agreement that includes over $3 million in potential incentives with Nack Development for the project at a July 14 meeting, with council members Shea Scott and Shane Lambert voting in opposition.

Check it out: In his presentation, Satarino said Trackside Junction hopes to attract restaurant and retail tenants that are “active beyond traditional business hours,” expanding downtown Celina’s customer base and economic potential.

Celina council approves incentive agreement for city’s 2nd Walmart

A second Walmart could be coming to Celina.

The details: Celina City Council approved an economic development agreement with Wal-Mart Real Estate Business Trust at a July 14 council meeting.

The conditions: In exchange for building a second store in Celina, Walmart is set to receive up to $5.1 million in incentives, according to the agreement.

Quote of note: “We’re going to build the best Walmart we can so every resident of Pilot Point comes and visits Celina and shops at Walmart,” Mayor Ryan Tubbs said. “That is definitely what we look for in securing these types of retailers inside of our boundaries, so that we cause sales tax leakage for our lovely neighbors.”

Gov. Abbott: More than 75 people rescued amid 'record' Texas rainfall, flash flooding

As heavy rain and flash flooding threatens large swaths of South and Central Texas, Gov. Greg Abbott spoke to reporters about the state's preparation for and response to the severe weather July 15.

The big picture: The heaviest rainfall is occurring in southwest Texas, according to the National Weather Service, with 10-15 inches of rain expected through July 16 along the U.S. 90 corridor west of San Antonio. As of 2:40 p.m. July 15, all or parts of 14 counties were under a flash flood warning, including Comal, Hays and Bexar counties.

The city of New Braunfels announced several road closures July 15, and the city closed recreational access to the Comal River due to continued rainfall and rising water levels, Community Impact reported.

The severe weather came just over a year after historic flooding killed more than 130 people in Central Texas on July 4-5, 2025.

More details: Dozens of other counties were under flood watches, advisories and warnings. Fifty-nine counties were also under a state disaster declaration as of July 14.
