Harris County on track to meet deadline for flood mitigation projects

The Harris County Flood Control District is on track to complete its disaster recovery projects, HCFCD Executive Director Marcus Stuckett said.

At a glance: The county’s 11 disaster recovery projects, funded through federal grants, are no longer in jeopardy of missing a spending deadline after the Texas General Land Office extended the timeline by a year.

Zooming in: Key details regarding the funding and deadlines include:

  • The GLO disbursed $322 million to Harris County following Hurricane Harvey, and the county allocated $546 million to the HCFCD.

  • The HCFCD has $113 million in unallocated funding for disaster recovery projects, which Stuckett said will not jeopardize project completion.

  • Disaster recovery projects now have a deadline of February 2028.

If a deadline is missed, GLO Commissioner Dawn Buckingham warned the state would reallocate the unused balance to other "shovel-ready projects."

Zipline Drone Delivery now serving 4 locations in northwest Houston

Drone company Zipline expanded its delivery services to four locations in northwest Houston over the summer. According to Communications Director Andrea Koskey, the company first launched in Cypress in April.

The details: Zipline can now deliver within three miles of the following addresses:

  • 10650 FM 1960 Road W, Houston

  • 20444 FM 529, Cypress

  • 22428 Tomball Pkwy, Tomball

  • 5539 Hwy 6 N, Houston

Zipline partners with more than 150 local businesses in Houston, including Adrian’s Mexican Street Food and Half Baked Goodness.

How it works: Customers can place orders using the Zipline app. During delivery, a drone hovers 300 feet in the air and lowers a smaller pod to retrieve and deliver packages.

Zipline also recently partnered with Uber to deliver food through the Uber Eats app in Houston and Dallas. Community Engagement Lead Zach Hill said the company plans to expand its services to aid the Houston healthcare system.

Harris County Flood Control District executive director discusses stepping into role, flood risk reduction projects

Marcus Stuckett was appointed executive director of the Harris County Flood Control District in June. Stuckett, a Hurricane Harvey survivor, previously worked for the district for seven years, including serving as engineering division director.

His appointment comes as the district faces pressure to meet spending deadlines for 28 federally-funded disaster recovery and flood mitigation projects. The deadlines and funding details include:

  • A deadline of February 2027 for 11 disaster recovery projects, which are currently under construction.

  • A deadline of March 2028 for the 17 flood mitigation projects.

If the money is not spent on time, the federal agency will reclaim it. Stuckett said the district intends to complete every project regardless of the funding source. His priorities include delivering the projects, increasing responsiveness to resident requests and being transparent about progress and challenges.
