Richardson to focus on increasing affordable housing supply with new initiatives

Richardson will focus on increasing the supply of affordable housing units in order to address the city’s housing needs.

Grow America field director Maureen Milligan presented several housing initiatives to City Council on Jan. 12, including strategies to access federal funding, encourage affordable development and introduce a home repair program.

The big picture: The city commissioned a housing needs assessment and strategy from Grow America last year to guide Richardson’s future programs. This was Milligan’s second council briefing after an Oct. 27 report where council discussed the city’s housing priorities. Based on those goals, Milligan identified three priority housing needs:

  • Enable older, low-income homeowners to safely age in place
  • More reasonably priced for-sale housing units to accommodate families with children
  • More well-maintained rental housing units that are affordable for lower-wage workers

Breaking it down: Milligan recommended changes to the city's comprehensive zoning ordinance, the designation of opportunity zones in Richardson and the creation of a home repair program using federal funds.

Plano continues search for alternative transit service amid DART negotiations

As Plano heads toward a May special election that could determine its future with Dallas Area Rapid Transit, plans for the city’s alternative public transit service are still under review.

Current situation: At their Jan. 12 meeting, Plano City Council members received an update from Director of Policy and Government Relations Andrew Fortune on negotiations with DART and the city’s progress on establishing an alternative option.

Zooming in: Fortune said previously that city officials plan to move forward with an alternative transit service regardless of the outcome of the May election. The city is currently in the procurement process for alternative transit partners, including Via, RideCo and Spare. However, Fortune said the city was recently notified that Spare has withdrawn from the process, leaving Via and RideCo as the remaining vendors.

What's next: City officials originally aimed to select an alternative transit service Jan. 12, which was then delayed to Jan. 26. Fortune said staff would return Feb. 16 if the Jan. 26 deadline could not be met.

Over 700 Texas private schools, pre-K providers approved for education savings account program

Hundreds of Texas private schools have been approved to participate in the state’s new education savings account program, per a map released by the state comptroller in early January.

The overview: As of press time, 775 private schools and prekindergarten providers had been approved to accept education savings accounts, or ESAs. There are over 1,300 accredited private schools in the state, according to the Texas Private School Accreditation Commission. 

Of the approved schools, there are:

  • 233 schools in the Houston area
  • 195 schools in the Dallas-Fort Worth area
  • 94 schools in the San Antonio area
  • 70 schools in the Austin area

Zooming in: Under the $1 billion program, eligible families will receive thousands of dollars in state funds to send their children to a private school or homeschool them beginning in the 2026-27 school year.

Most families will receive $10,474 per student for private education and related expenses, while students with disabilities will be eligible for up to $30,000. Homeschooled students can receive $2,000 annually.

Applications for eligible families will be open Feb. 4-March 17.
