Affordable housing project now complete in Schertz

A new affordable housing development named Aviator 1518 celebrated its grand opening Oct. 7.

Project details: The 300-unit complex, located at 9120 E. FM 1518 N., broke ground in November 2023 and was developed by The NRP Group, a multifamily real estate developer, general contractor and property management firm.

The complex offers units for those making between 30% and 70% of the area’s median income. Aviator 1518 offers one- to three-bedroom units ranging from 703 to 1,378 square feet.

Named for its FM 1518 location and proximity to Joint Base San Antonio-Randolph, Aviator 1518 has an array of amenities, including:
  • A 24-hour fitness center
  • An outdoor playground, picnic areas
  • On-site laundry machines
  • An activity room
  • A business center, conference room and lounge space

After-school programs are also being offered at the complex in partnership with Community Housing Resource Partners. The after-school programs will offer homework help, activities and additional support services such as English as a second language courses and health screenings.

Pollo Picosito serves up Tex-Mex with a West Coast twist in Live Oak

While Tex-Mex and breakfast tacos are abundant throughout San Antonio, Jose Castellanos said that he wanted to put his own twist on the tried-and-true cuisine.

Some context: Hailing from Guadalajara, Mexico, Castellanos said he has been in the restaurant and hospitality business for 45 years, managing and owning an eclectic variety of eateries for decades.

So, to slow things down and “retire,” he decided to open Pollo Picosito in Live Oak in 2022, a spot that Castellanos said has become a local favorite.

Staying local: Castellanos said the main priorities of his restaurant are simple—breakfast tacos in the morning, then puffy tacos and enchiladas for lunch.

“The people of San Antonio love breakfast tacos. Whenever I leave here for a couple days, I already start to miss them myself,” Castellanos said.

Quote of note: Overall, Castellanos said the opening of Pollo Picosito was the perfect way to settle down after decades working in the restaurant industry.

Fifth flyover ramp opens at Loop 1604 and I-10 interchange

As part of the ongoing Loop 1604 North Expansion project, the Texas Department of Transportation has opened a new flyover ramp at the Loop 1604 and I-10 interchange Oct. 5.

This flyover ramp will provide a connection from westbound I-10 to eastbound Loop 1604.

The gist: According to a news release from TxDOT, this is the fifth flyover ramp to open in the last 10 months.

According to the news release, drivers will be able to access the flyover ramp on I-10 past UTSA Boulevard and will be able enter Loop 1604 after Lockhill Selma Road. All eight flyovers are expected to be open by the end of 2026.

The background: Once complete, the five-level interchange will consist of eight flyover ramps, roundabouts, an HOV lane and other interchange improvements.

The fourth and fifth levels will include the eight flyover ramps, which will provide higher speed connections between Loop 1604 and I-10, according to the release.

New York-based tech company to run Texas’ education savings account program

Odyssey, a New York-based tech company, has been selected to manage Texas’ $1 billion education savings account program, the state comptroller’s office announced Oct. 6.

The overview: Odyssey will work with the comptroller to launch the program, deemed “Texas Education Freedom Accounts,” ahead of the 2026-27 school year. Families can begin applying for the program early next year, and those accepted will receive thousands of dollars in state funds to send their children to private school or homeschool them.

Zooming in: Odyssey will develop and manage an online platform to administer Texas’ education savings account program. State law also tasks the company with:

  • Collecting applications and determining which families are accepted to the program
  • Approving vendors for education-related materials and services, such as textbooks, transportation and tutoring
  • Reviewing inquiries and complaints about the program
  • Advertising the program and communicating with interested families 

Odyssey operates similar education savings account programs in Georgia, Iowa, Louisiana, Utah and Wyoming.
