Saratoga Homes to add over 500 new houses to Humble including flood-resistant floor plans

After breaking ground in 2025 on two new neighborhoods in Humble, officials with developer Saratoga Homes said construction will likely continue over the next two years.

The big picture: Saratoga Homes began work on Townsen Landing in early 2025 followed by Harmony Cove in the fall. Upon completion, the two neighborhoods are expected to bring a combined over 500 homes to the city of Humble, said Rick Rivas, division president of Saratoga Homes in Houston.

Located near the Humble Civic Center, Harmony Cove is a three-phase single-family home development that features 144 lots in the first phase and more than 400 lots upon build-out. Meanwhile, Townsen Landing is located near Deerbrook Mall and will feature a mixture of townhomes and single-family homes with 148 total lots.

Zooming in: Rivas noted the homes in Townsen Landing are uniquely designed to be flood-resistant as the first floor of each house is a “Texas basement”—a garage or storage space that is designed to hold water in case of flooding—with livable space beginning on the second floor.

Fyzical Therapy & Balance Centers to host soft opening in Fall Creek

Fyzical Therapy & Balance Centers will host a soft opening June 2 for its new Fall Creek location, which is owned by Sean and Nikia Upchurch,

What they offer: The outpatient physical therapy franchise specializes in orthopedic rehabilitation, neurological therapy, vestibular rehabilitation and balance disorder treatment, Upchurch said via a June 1 email.

In addition to balance therapy—which aims to improve stability, mobility, gait and vestibular function—Fyzical Therapy & Balance Centers offer physical therapy services, including:

  • Post-surgical rehabilitation
  • Sports injury recovery
  • Chronic pain management
  • Neurological rehabilitation

Who it's for: Upchurch said the facility serves patients of all ages with an emphasis on helping older adults maintain mobility and reduce fall risk.

Budget amendment could put $3M toward addressing illegal dumping in Houston

Two Houston City Council members are proposing amending the fiscal year 2026-27 budget to include $3 million to address illegal dumping.

What it means: Council members Alejandra Salinas and Tarsha Jackson announced the amendment May 28 and said it would go toward cleanup, prevention and enforcement across “chronic” dump sites in the city.

In a news release, Salinas said the city received almost 9,000 complaints to 311 about illegal dumping over the past year, but there was no money going toward the problem in the upcoming budget.

“Illegal dumping is a serious public health, drainage, safety and quality-of-life issue, and this amendment puts dedicated resources behind a solution,” Salinas said in the release. “Residents have filed thousands of complaints, community leaders are calling for action and the city’s own study identified the critical need.”

Salinas added that the amendment is backed by community members and is an investment in preventing illegal dumping.

Some background: If approved, funding would transfer $3 million from a $37.5 million allocation for Houston Public Works management consulting services.

Federal court: Texas migrant arrest law can take effect as case continues

Texas’ sweeping immigration enforcement law can take effect for now, a federal appeals court ruled May 29.

The background: Senate Bill 4 gives Texas officials the unprecedented authority to arrest and deport migrants suspected of crossing the Texas-Mexico border illegally. State lawmakers passed the measure in late 2023, and it has largely been tied up in court since.

The latest: In an unpublished order May 29, the 5th U.S. Circuit Court of Appeals allowed SB 4 to take effect as the case continues, lifting a lower court order that had blocked portions of the law. 

What they're saying: In a joint statement, a trio of civil rights groups decried the May 29 decision as “disappointing and out of step with the Constitution,” saying that they would continue to fight the law in court.

Gov. Greg Abbott celebrated the order as a “major border security victory.” State agencies have not detailed their plans to arrest, detain or deport migrants under SB 4.
