Shavano Park explores funding structure for 1604 Public Improvement District

During its Jan. 26 meeting, the Shavano Park City Council was briefed on two 1604 Public Improvement District ordinances, which would establish a reimbursement agreement and a development agreement between the city and developers Bitterblue.

The setup: Curtis Leeth, assistant city manager, said the reimbursement agreement would create three additional Public Improvement District, or PID, funds, while the development agreement defines what the developer must build as part of the public improvement district.

The reimbursement agreement sets the rules for reimbursing the developers and creates three new PID funds. It will also define how the developers will be paid.

In the development agreement, the city clarifies what Bitterblue must build as part of the public improvement district.

Looking ahead: The ordinances will be brought back to city council in February after Bitterblue has formed its new ownership entity that will own development assets in the 1604 Public Improvement District.

Storage Hub to open annex in North San Antonio

Storage Hub is expanding its location this spring on East Sonterra Boulevard.

In a nutshell: Storage Hub offers climate-controlled storage rooms ranging from 5-by-5 feet to 10-by-30 feet, according to its website. 
The expansion will double the location's size by adding 470 units, and is expected to be completed between mid-February and early March.

Purrfecto Cat Lounge to bring cat cafe experience to San Antonio this May

This Austin-based cat cafe is expanding southward into San Antonio soon, planning to open the city’s first cat lounge in many years.

In case you missed: Purrfecto Cat Lounge has its eyes set on a to-be-announced location in the Southtown area of San Antonio, near the Lone Star District, founder Lupita Adams said in an email to Community Impact.

The goal for opening has been tentatively set for May, although exact details will be released at a later date, according to the business.

Currently, there are no cat cafes open for business in the city of San Antonio, while Purrfecto’s current brick-and-mortar location is nestled in downtown Austin at 2300 S. Lamar, Ste. 104.

More details: Purrfecto Cat Lounge will offer customers a traditional cat cafe experience, according to its website.

Guests will be able to book appointments for 30 or 70-minute sessions to play and engage with cats, plus sign up for special cat-themed events throughout the year.

Methodist Hospital Texsan announces Sharleen Betancourt as chief nursing officer

On Jan. 30, Methodist Hospital Texsan announced the appointment of Sharleen Betancourt as the hospital’s new chief nursing officer.

The details: According to a news release, Betancourt has over two decades of experience in leadership positions within HCA Healthcare.

Prior to her taking the position at Methodist Hospital Texsan, Betancourt served as the assistant chief nursing officer at Las Palmas Medical Center, where she led large nursing teams across multiple clinical areas, the release states.

The background: Methodist Hospital Texsan celebrated its 15th anniversary in 2025 and expanded its care with a new MRI Center in July.
