Highland Village approves selling $7M in certificates of obligation for street projects
Highland Village City Council members unanimously approved selling around $7.08 million in certificates of obligation at a Sept. 9 meeting.
Certificates of obligation are used by city governments to fund projects that maintain city infrastructure, according to city documents.
These funds will be used for the reconstruction of Highland Shores Boulevard and Highland Village Road, with Denton County providing a 50% funding match for both projects, according to city documents.
The specifics: Amber Chien, assistant vice president at Hilltop Securities, gave a presentation about the certificates of obligation to members of the Highland Village City Council at the Sept. 9 meeting.
The Highland Shores Boulevard project—which will cost the city $5.5 million—covers the section from Briarhill Drive to Twin Coves Drive, while the Highland Village Road project—which will cost the city about $1.6 million—spans from Brazos Boulevard to the Kansas City Southern Railroad.

New scanning technology planned for Dallas Fort Worth International Airport in 2026
Transportation Security Administration officials are looking to modernize security screening processes at United States airports through the implementation of advanced technologies and public-private partnerships. According to a news release, the TSA plans to expand digital identification technologies to look at carry-on bags and traveler identification through the use of cameras.
The details: New computer tomography scanners, or CT scanners, will be coming to airports in Atlanta, Denver, Orlando and Boston this year. Next year, Dallas Fort Worth International Airport, as well as Los Angeles, Nashville and Seattle, will be added to the program, according to a news release.
The impact: According to TSA, the CT scanners will generate 3D images of carry-on bags, allowing officers to conduct digital rotational inspections while artificial intelligence identifies potential threats.
Gov. Abbott issues executive order prohibiting THC sales to Texans under 21
Gov. Greg Abbott issued a Sept. 10 executive order aimed at prohibiting hemp-derived THC products from being sold to minors, which he called “safety for kids, freedom for adults.” The order comes one week after a special legislative session ended without Abbott and state lawmakers agreeing on legislation to ban or restrict THC sales.
The details: Abbott’s order directs the Texas Department of State Health Services and the Texas Alcoholic Beverage Commission to “immediately begin the rulemaking process” on new THC regulations, including:
Limiting THC sales to people 21 years and older
Requiring THC retailers to check all customers’ IDs
Expanding testing and labeling requirements for THC products
Raising manufacturer and retailer licensing fees to cover costs of enforcing the new rules
Enhancing monitoring by state and local law enforcement
