McKinney council votes to expand TIRZ No. 1 boundaries

The city’s Tax Increment Reinvestment Zone No. 1 is expanding its boundaries to include a future multifamily development in east McKinney.

What happened: McKinney City Council members voted 6-1 to approve adding 15.7 acres to the TIRZ No. 1 boundaries during a June 16 meeting.

This is the first applicant-initiated request to expand the TIRZ No. 1 boundaries since the zone was created in 2010, according to a city document. Cotton Mill Partners and Presidium Cotton Mill, both land owners of the 15.7 acres, submitted a petition to be annexed into the TIRZ.

The background: The property being added is slated for development of the Presidium Cotton Mill, a multifamily mixed-use project that could provide more than 1,100 multifamily units, office space and retail. 

Multifamily buildings and an office building will be developed on the land that is being added into the TIRZ No. 1 boundaries, according to a site plan.

Heyday Press brings luxury letterpress printing services to downtown McKinney

Heyday Press opened in downtown McKinney in early June, owner Carissa Bleecker said.

The details: The business offers custom wedding invitations, personalized stationery, business cards, holiday cards and limited edition prints, Bleecker said.

Quote of note: “Everything is made by hand, printed one card at a time, one color at a time, on my about 80-year-old, 3,500-pound, cast iron printing press,” Bleecker said.

Upcoming projects

1. US 75 Green Ribbon project

Project: The work will add enhancements to landscaping, erosion control, irrigation and new decorative rock to key intersections along the US 75 corridor in Allen, including Stacy Road, McDermott Drive and Bethany Drive.

Update: Texas Department of Transportation officials authorized advertising the construction project in early June. Officials expect to award the construction project by October.

Ongoing projects

2. Coit Road phase 1 widening

Project: Coit Road will be widened from a four-lane roadway to a six-lane concrete roadway from First Street to Prosper Trail. The project includes the roadway, curbs, underground work and drainage.

Update: Construction is roughly two-thirds complete. Paving was scheduled to begin in early June but has been delayed due to heavy rain.

On the Border shutters all company-owned locations

Tex-Mex restaurant On the Border Mexican Grill and Cantina permanently closed all company-owned restaurants in mid-June, according to an emailed statement from OTB Hospitality.

The overview: The company made the decision through an “evaluation of the business,” according to the statement.

“On The Border Mexican Grill & Cantina has made the difficult decision to move forward with a significant transition in its restaurant operations, which [included] the closing of company-owned locations by end of day Friday, June 12, 2026,” the statement read. “This decision follows a thorough evaluation of the business and was not made lightly.”

The statement added that the franchised locations will remain open.

Some background: A news release from Houston-based Pappas Restaurants, the parent company of Pappadeaux Seafood Kitchen and Pappasito’s Cantina, stated that the organization purchased On the Border May 1.

The restaurant offered nachos, quesadillas, fajitas and burritos, according to its menu.
