Friendswood to consider $23M bond sale in February to fund waterline improvements

The city of Friendswood is considering issuing $23 million in bond sales early next year to fund nearly a quarter of over $100 million in capital improvement projects identified as critical in a 2024 study.

What residents should know: Friendswood City Council heard Financial Advisor John Robuck present a plan to issue $22.55 million in Series 2027 Water and Sewer Revenue Bonds scheduled for sale in February at its Nov. 2 meeting.

Diving in deeper: The new lines will stabilize system pressure and help prevent frequent line breaks, such as an October break which forced an elementary school to close, which resident Roy Chapman brought up during the meeting’s public comment portion.

Next steps: Robuck’s team will present the final sale results and interest rates to City Council in February for final approval, Robuck said.

Manvel council members urge residential developer to seek feedback from residents amid concerns

Manvel City Council reviewed a proposed 51-acre residential development presented by Texas-based homebuilder D.R. Horton at its Nov. 2 meeting.

What you need to know: The proposed development includes around 54 half-acre lots along Uzzell Road, which is currently zoned as open single-family residential and requires a minimum lot size of 1 acre, according to city documents. The developer would fund the water system, while a private utility company would build and operate it, install and maintain the water lines, and establish water rates, city documents show.

Looking ahead: Several council members suggested the developer seek feedback from residents, particularly those living near the proposed development site, before moving forward with the approval process.

Harris County approves extension for federal disaster prevention projects, detention basin study

The Harris County Commissioners Court approved extensions for federal pre-disaster project grants and a study on detention basin management practices during its Oct. 29 meeting. County Judge Lina Hidalgo was not in attendance.

The details: The Federal Emergency Management Agency grant extensions give the Harris County Flood Control District more time to complete the Urban Flood Risk Study and three detention basins:

  • Meyergrove Stormwater Detention Basin: extends performance by 6 months and 18 days

  • East T.C. Jester Stormwater Detention Basin: extends performance through April 1, 2027

  • Halls Bayou Blue Bell Detention Basin: extends performance through April 1, 2027

Also of note: The court also approved U.S. Department of Agriculture grant extensions, including 92 calendar days for Hurricane Beryl debris removal. None of the extensions include extra money. Additionally, commissioners approved a three-year, $533,444 agreement with the University of Houston to study floating vegetated islands.

One more thing: The court did not vote on adding 20 positions to the constable workforce after the items were pulled from the agenda.
