Fair Oaks Ranch amends agreement for elevated storage tank engineering

Fair Oaks Ranch is one step closer to the construction of an elevated water storage tank, which will be constructed on the corner of Ammann Road in Kendall County. City Council on Nov. 20 approved a resolution authorizing the execution of an amendment to the Professional Services Agreement with Kimley-Horn and Associates Inc. for engineering services.

What's happening? Grant Watanabe, director of public works and engineering services, said amendments needed to be made to accommodate the site change. The tank project began in 2019, but in June, Fair Oaks Ranch purchased land from the city of Boerne to be used as the new location.

The cost for engineering services under the original agreement was $446,905, and the cost for the contract amendment is $281,987.95, bringing the total cost for engineering services to $728,892.95. The estimated construction cost is $8.2 million.

Watanabe said the project will take around 10 months for design and preparation of bid documents, two months for procurement and 16 months for construction. The total estimated project duration is 28 months.

Texas Alcoholic Beverage Commission moves forward with permanent hemp regulations

The Texas Alcoholic Beverage Commission is moving forward with a set of permanent rules designed to prohibit the sale of consumable THC products to anyone under 21 years old.

The overview: The proposal is similar to emergency rules adopted Sept. 23, which are currently in effect and prohibit Texas alcohol retailers from selling intoxicating THC products to minors. The state health department adopted similar emergency rules in October.

The context: The existing and proposed THC rules are the result of a September executive order by Gov. Greg Abbott, who called for age restrictions on THC sales and tighter guardrails on the multibillion-dollar industry.

Earlier this month, federal lawmakers approved a ban on most consumable THC products, which is set to take effect in November 2026. The ban is part of a federal funding package that became law Nov. 12, ending a 43-day federal government shutdown.

Next steps: Texans can weigh in on the TABC's proposed permanent rules during a Dec. 11 virtual public hearing or submit written public comments through Jan. 4.
