Fulshear will limit commercial truck traffic on local streets

The city of Fulshear will limit through commercial truck traffic on local streets following resident complaints.

The big picture: At a Feb. 17 meeting, Fulshear City Council unanimously approved an ordinance limiting commercial trucks’ ability to use local streets for deliveries within the city.

Truckers driving through Fulshear city streets must now provide proof of route, such as a logbook, delivery slip, shipping order or bill to show they are delivering into the city, or risk being cited by police, City Engineer Cliff Brouhard.

The details: According to agenda documents, commercial trucks passing through the city should use:

  • FM 359
  • FM 1093
  • FM 1463
  • Texas Heritage Parkway

Quote of note: “What we’re mainly focusing on is those people that are cutting through the city to avoid [FM] 1093 or [FM] 1463 or circumvent a route they should be taking otherwise,” Brouhard said.

Going forward: The ordinance became effective immediately upon its Feb. 17 passage, per agenda documents. Offending drivers can be fined up to $500.

Harris County Precinct 4, UH partner to create public dashboard of mental health resources

Harris County Precinct 4 has partnered with the University of Houston to create an interactive dashboard of mental health providers in under-resourced ZIP codes.

The overview: Harris County commissioners unanimously approved the agreement Feb. 12. As part of the partnership, UH researchers are developing an interactive and publicly accessible online dashboard highlighting service disparities in Precinct 4. 

Why it matters: The project aims to help residents in underserved portions of Katy, Cy-Fair, Tomball and the Memorial area connect with licensed providers, which could serve as a blueprint for addressing mental health needs countywide. 

UH and Precinct 4 staff will also host community workshops to encourage open conversations about mental health and teach residents how to use the tool, which staff said will launch by June. 

Quote of note: “We’re very hopeful that having this type of information will be able to inform investments and any partnerships we have in the future so that we can support a more coordinated approach to behavioral health and justice system planning,” Precinct 4 policy advisor Larisa Barreto said.

$617M NRG Energy power plant moves forward at Greens Bayou site, state says

A major new natural gas power project in east Houston just cleared another state milestone, pushing a planned 455-megawatt plant closer to reality as Texas races to add generation amid rising demand.

What this means: Gov. Greg Abbott announced the new unit planned at the existing Greens Bayou facility has been designated a qualified project under the Texas Jobs, Energy, Technology and Innovation program, according to a Feb. 17 news release. The plant represents $617 million in capital investment and is expected to start producing electricity for the Electric Reliability Council of Texas region in 2028, according to the governor’s office.

The project is intended to strengthen grid reliability and create jobs, crediting state leaders and local partners for helping move the plan ahead, per the release.

What’s next: According to the release, with the JETI designation now in place, the focus shifts to the buildout and timeline leading up to the planned 2028 start date—when the additional capacity is expected to begin feeding electricity into the ERCOT grid.
