Lupe Tortilla opening timeline, 3 other items from Southlake City Council April 7 meeting

Sign permits for two Southlake businesses and two zoning changes were approved during the Southlake City Council meeting April 7.

Lupe Tortilla: Lupe Tortilla requested a sign variance for its location at 2701 E. SH 114.

Scott Leach, Lupe Tortilla’s director of construction, said this would be the Houston-based company’s 35th location.

The Designery: Sign variances were granted for The Designery, which sells products for kitchen, bathroom and closet remodeling.

According to their website, The Designery offers cabinets, flooring, countertops, closets, tile, outdoor kitchen and appliances.

Westin Hotel Dallas Southlake: A second reading for the planned event center at the Westin Hotel Dallas Southlake was approved.

During the March 3 meeting, the first reading was approved for a $4.09 million event center.

Southlake Sno: A first reading for a zoning change and site plan for 1170 and 118 N. White Chapel Blvd., was approved.

Final approval for Southlake Sno will be on the agenda at the April 21 meeting.

Mr. Winston’s to offer haircuts, straight-razor shaves in Southlake

A Dallas-based barbershop, Mr. Winston’s, plans to open a new location in Southlake.

What they offer:Mr. Winston’s services include haircuts, straight-razor shaves, beard trims, and gray blending, according to its website. The barbershop also has bundle services, including a haircut for fathers and sons.

What they're saying: “Southlake has been at the top of our list since we first started thinking about expansion,” said Raja Ratan, founder of Mr. Winston’s, in an email. “The demographics are a strong fit for our business, and we’ve seen firsthand success in the market through our partner business, Rye 51.”

All Star Elite selling high school jerseys of professional athletes

A new retail clothing store, specializing in sports-themed apparel, is now open inside Grapevine Mills.

According to the All Star Elite website, the store sells jerseys and jackets of players such as Kobe Bryant, Shohei Ohtani, LeBron James, Michael Jordan, Negro League Baseball teams and high school jerseys of professional stars in basketball and football.

A closer look: Among the high school jerseys are those of Texas high school graduates Patrick Mahomes II from Whitehouse, CeeDee Lamb from John and Randolph Foster High School in Richmond and Jalen Hurts from Channelview. There’s also high school jerseys from Jayden Daniels, Dak Prescott, Travis Hunter, Caitlin Clark, Allen Iverson, Shai Gilgeous-Alexander, Jalen Brunson, Justin Jefferson, Lamar Jackson and Ja Morant.


Other items offered are bucket hats, pants, shoes, hats and youth apparel.

The background: The store moves into a spot that was previously occupied by Go! Games and Calendars, which closed in January, according to previous reporting.

1. Lakeside Boulevard reconstruction
Project: Crews are reconstructing the street and implementing utility improvements on Lakeside Boulevard from US 75 to Campbell Road, and Lawnview Drive from Lakeside to Greenville Avenue in Richardson.

Update: Installation of the water line sewers from the roundabout to Campbell is currently underway, along with work in the Lawnview median.

  • Timeline: winter 2024-spring 2026
  • Cost: $10 million

2. Cheek-Sparger, Bedford Road roundabout

Project: The project will add a single-lane roundabout at the Cheek-Sparger and Bedford Road intersection and relocate 500 feet of water line within the roundabout in Colleyville. 

Update: Colleyville City Council approved the relocation of the waterline to be added to the project at the April 7 meeting, which increased the project’s design cost by $47,000. 
  • Timeline: The project will go out to bid for a construction company later this year.

Texas House panel approves $8k fines for Democrats who left state during summer redistricting fight

Nearly eight months after a Democratic walkout over congressional redistricting, a GOP-led Texas House committee moved to charge 52 of their Democratic colleagues up to $8,354.25 each in fines.

What happened: After six hours behind closed doors, the House Administration Committee approved the fines in a brief public session April 10. The panel's six Republicans voted to impose the fines, while the five Democrats voted against them.

The background: Over 50 House Democrats left the state in early August to fight a plan to redraw Texas’ congressional boundaries. They remained out of Texas for two weeks, impeding the progress of legislation during two special legislative sessions, although the congressional map and more than a dozen other bills ultimately passed after the Democrats returned to Austin.

Something to note: The fines were reduced by $1,000 per person to reflect two days when the House was not in session, lawmakers said. Some Democrats were also charged lower amounts because they did not participate in the full two-week walkout or their absences were partially excused.
