Montgomery County Precinct 4 to open emergency supply warehouse soon in New Caney

Montgomery County Precinct 4 will soon be opening a 10,000-square-foot emergency supply warehouse in New Caney, said Kennedy Williams, a community outreach staffer with Precinct 4 Commissioner Matt Gray’s Office, via email Feb. 10.

Why it matters: The warehouse will be used to store emergency supplies—such as water and cots—that can be used during natural disasters. Previously, Precinct 4’s emergency supplies were kept in Conroe, but the new warehouse should provide quicker access to needed materials, she said.

Some context: Construction on the warehouse, which is located in the East Montgomery County Industrial Park, began in May, Williams said. In January 2025, Montgomery County Commissioners Court approved the purchase of 3.65 acres of land for the warehouse for $248,501, as previously reported by Community Impact.

  • Exact opening date TBD
  • EMCID Industrial Park, Gene Campbell Road and W. Industrial Parkway, New Caney (exact address TBD)

Montgomery County updates emergency management training plan, shifts to in-house course

Montgomery County officials moved Feb. 12  to update the county’s National Incident Management System training and reporting plan.

County staff said the overhaul is needed now that participation demands and state requirements have changed, and the county wants more control over what responders are learning.

The context: During the Montgomery County Commissioners Court meeting, Jason Millsaps, executive director of the county Office of Homeland Security and Emergency Management, told the court the update is about compliance and keeping county departments and partner agencies on track without repeated exemptions.

“What we're doing is refreshing, updating the NIMS requirements for the county. Last time we did this was a couple years ago,” Millsaps said.

He said the plan approved in 2023 included a class that county departments and partners, such as fire departments and EMS, were required to take, but a combination of a legal shift and limited enrollment is causing problems with meeting that requirement.

Also on the agenda: A final change order shows work is still underway at the Precinct 2 Emergency Response Building.

Early voting begins Feb. 17: Here’s what Texans should know

Early in-person voting in Texas’ primary elections begins Feb. 17 and lasts until Feb. 27.

How it works: Texas has an open primary system, where voters decide at the polling place whether to cast ballots in the Democratic or Republican primary. Voters may not participate in both primaries.

What to expect: Voters will be given a ballot with a slate of statewide seats and other races determined by the voting precinct they live in. During early voting, registered voters can visit any polling location in their county.

Candidates who win their primaries will advance to the Nov. 3 midterm election.

Why it matters: Early voting gives registered voters the opportunity to cast their ballots before primary election day March 3.

Voter advocacy groups and experts told Community Impact that a vote in the March primaries is “the most impactful vote” Texans can cast, due to consistently low voter turnout and competition in certain races. Over 18 million Texans are registered to vote, although about one-fifth of registered voters participated in recent primary elections.
