Hellyar, Panzarella headed to runoff election in race for District C seat

The April 4 Houston City Council special election resulted in two candidates advancing to a runoff for the District C seat.

The results: Candidate Joe Panzarella garnered 33.34% of votes, or 3,131 votes, while Nick Hellyar received 22.54% of the vote, or 2,117 votes, according to unofficial results from the Harris County Clerk’s Office. Because no candidate received more than 50% of the overall vote, a runoff election is triggered.

The runoff election is potentially slated for mid-May. The winner of the race will serve the remainder of the term, which runs through January 2028.

Meet the candidates: Panzarella is the president of Freedman’s Town Superneighborhood and works in renewable energy as a developer managing multimillion-dollar projects. Hellyar is a real estate broker, small business owner and staffer at Houston City Hall and the Texas Legislature.

Some background: During the early voting period, approximately 6,408 residents cast their ballots in person and via mail. On election day, 9,392 residents voted.

 
New Development
KA Residences selects Houston as first location for new wellness-focused luxury development

Co-founded by developer Moiz Bhamani and Houston-based interior designer Nina Magon, KA Residences is set to be one of Houston's newest wellness-focused luxury residence brands situated near the River Oaks.

Zooming in: The development will offer 25 "ultra private" residents described on the development's website as "sky villas." The homes will include open layouts, round-the-clock private security, white-glove concierge support, private valet and secure lift lobbies. Two-, three- and four-bedroom layouts will be available, as well as penthouse suites.

Beyond the private in-residence experience, the website states that all KA residences also include a patented Merkaba Room and on-site wellness amenities.

Explained: The Merkaba Room is a space that includes:

  • Custom meditation pod with guided breathwork and mindfulness programming

  • A hyperbaric oxygen chamber for anti-aging

  • Red-light dry sauna to reduce inflammation

  • Cold plunge designed to regulate sleep and elevate mood

Additional on-site amenities include a private padel club, a private performance center, a fitness studio and a lap pool.

25 parks across the Greater Houston region to see upgrades through $60M public-private partnership

A public-private partnership called Let's Play Houston will distribute $60 million worth of park upgrades across all 11 Houston City Council districts. Two to three parks per district were selected for improvements through the citywide program.

Why it matters: The program is led by Mayor John Whitmire's administration, the Houston Parks Board, and the Houston Parks and Recreation Department, along with corporate and foundation support. Once improvements are complete, Let's Play Houston will represent the largest investment in neighborhood parks in the city's history, according to a March 31 news release.

What you need to know: A total of 25 parks will be revitalized through the program, a process that will be advanced in phases. As of late March, 11 parks are currently in the design phase, with the other 14 conducting initial community engagement to help develop the scopes of work for the park renovations.

Project officials said more than 40 engagement events were conducted during the initial phase of the process.

Harris, Montgomery and Fort Bend counties see population increases

Despite counties nationwide seeing a slowing growth rate, the Greater Houston area is experiencing the opposite, per recent data from the US Census Bureau.

The gist: The data examines population changes within the timeframe of July 2024 to July 2025. According to the Census Bureau, the most populous counties saw more births than deaths and more people moving out than moving in from other areas of the country.

However, the Greater Houston area is still experiencing population growth, particularly in suburban areas.

Digging deeper: From 2024 to 2025, the counties saw the following population increase:

  • Harris County: 48,695
  • Montgomery County: 30,011
  • Fort Bend County: 24,163

Texas tentatively approves 3 new dispensaries for medical cannabis program

Three medical cannabis businesses have been conditionally approved to participate in the Texas Compassionate Use Program, state officials announced April 1.

The big picture: The companies received conditional licenses from the Texas Department of Public Safety in an effort to expand access to medical cannabis products. Under the compassionate use program, physicians can prescribe medical-grade, low-THC products to eligible patients in partnership with licensed dispensaries.

Zooming in: Two of the three businesses given conditional licenses April 1 are affiliated with existing medical cannabis dispensaries that work in several other states. The new licensees are:

  • GTI Texas, LLC (doing business as RISE Dispensaries) in West Texas
  • Cresco Labs Texas, LLC in East Texas
  • Texas Medica Collective, LLC in Northeast Texas
Conditional licensees must pass additional state evaluations before they can begin operating, according to the DPS.

More context: As Texas expands its medical cannabis program, the state is also tightening restrictions on the multibillion-dollar consumable hemp industry, Community Impact reported.
