Rethinking animal services: Frisco looks to build $12.8M facility through public-private partnership

Frisco is considering building a first-of-its-kind animal facility through a public-private partnership.

The Frisco City Council signed a letter of intent with an operator in November and is now moving toward an official agreement that could lead to construction of a facility as early as January 2028.

The framework: The project will be funded by the Frisco Community Development Corp. It will pay the initial $12.8 million for the site and facility development costs. The operator will then have a 20-year land and facility lease, during which they will pay about $7.7 million back in rent.

Frisco facility would not completely replace Collin County’s shelter services in Frisco, but instead it would be the cherry on top of the city’s animal services offerings, Mayor Jeff Cheney said.

Quote of note: “My aspirational goal is to change the way that animal facilities are done,” Kohanski said. “I don’t think they’re done well ... and I really want to see them change from being kind of reactive animal housing to being proactive.”

Mio Gusto Italian Cuisine serves up pasta, pizza in Frisco

A new Italian eatery is open in Frisco.

On the menu: Mio Gusto Italian Cuisine offers antipasta dishes, including house-made beef meatballs, baked clams and bruschetta, along with salads and soups. Pasta dishes include lasagna, ziti al forno, penne alla vodka and spaghetti.

Mio Gusto also serves various Italian plates such as marsala, piccata and branzino, among other chicken and seafood dishes. Various pizzas and wine options are also available on the menu.

The Biscuit Bar to permanently close Plano location

The Biscuit Bar is closing its Plano location, according to a social media post made by founders Jake and Janie Burkett.

What you need to know: The pair cite a variety of reasons for the closure, including rising costs and supply chain instability, as well as a failed restructuring sale of the restaurant. In addition to the Plano location at The Boardwalk at Granite Park, Biscuit Bar will be closing all of its Dallas locations, according to the post.

Quote of note: “It is with the heaviest hearts that we share that after seven years of serving the DFW area and Abilene, The Biscuit Bar has closed its doors effective immediately,” the post states.
