City of Hutto terminates interlocal agreement with Hutto ISD

An agreement guiding a development partnership between the city of Hutto and Hutto ISD was terminated in November.

What you need to know: Hutto City Council members voted 4-3 to terminate an interlocal agreement between the city and school district Nov. 20, with some city officials saying that the vote came as the partnership was "not working."

"I personally feel the interlocal gives the ISD more than what the law allows them to have. ... Whether I'm wrong or right, the best thing to do is, instead of having all this gray area ... is we terminate it, they put their things through the city as they normally would; the city would treat them like they would anybody else," Hutto Mayor Mike Snyder said.

The details: The December 2023 agreement between the city and school district was created to help the two entities minimize site review periods for HISD facilities and establish consistent land development standards for district facilities built within the city limits, among other development-related goals.

Major takeaways: Overall, PfISD has 10,466 future lots, with the majority in the Carpenter Elementary zone which has 5,266 future lots. There are also 1,274 vacant developed lots across the district. Per the report, there are also about 3,500 multifamily units under construction across the district with an additional 8,000 future multifamily units in various stages of planning.

Also of note: Templeton said PfISD is seeing smaller kindergarten classes each year due to competition from charter schools, homeschool options or families transferring to other districts. Over the next ten years, Templeton said the district officials should anticipate using a low- or mid-projection when looking at enrollment.

Looking ahead: Carpenter Elementary could be reaching over capacity by 2031-32, with Bohls Middle School reaching capacity in 2028-29 and Weiss High School in 2029-30.

Texas Alcoholic Beverage Commission moves forward with permanent hemp regulations

The Texas Alcoholic Beverage Commission is moving forward with a set of permanent rules designed to prohibit the sale of consumable THC products to anyone under 21 years old.

The overview: The proposal is similar to emergency rules adopted Sept. 23, which are currently in effect and prohibit Texas alcohol retailers from selling intoxicating THC products to minors. The state health department adopted similar emergency rules in October.

The context: The existing and proposed THC rules are the result of a September executive order by Gov. Greg Abbott, who called for age restrictions on THC sales and tighter guardrails on the multibillion-dollar industry.

Earlier this month, federal lawmakers approved a ban on most consumable THC products, which is set to take effect in November 2026. The ban is part of a federal funding package that became law Nov. 12, ending a 43-day federal government shutdown.

Next steps: Texans can weigh in on the TABC's proposed permanent rules during a Dec. 11 virtual public hearing or submit written public comments through Jan. 4.
