Boerne Buc-ee's development agreement updated, specifying store design

Following months of community discussion and concern, the Buc-ee’s development agreement is being updated.

Boerne City Council on Oct. 27 had an executive session discussion regarding agreement negotiations, followed by amendments that clarify store size, the number of jobs and compliance with city design standards.

Breaking it down: Assistant City Manager Kristy Stark said the updated agreement includes clarifications and updates to the original agreement that benefit the city.

Stark said items deleted from the agreement included the supplemental project, the credit toward city fees and the Texas Capital Fund Grant.

Items added to the agreement include:

  • No more than a 54,000-square-foot building
  • No more than 100 fueling stations
  • Prohibition of 18-wheelers, other than those servicing the store
  • Confirmed 200 jobs
  • Nine acres of dedicated open space
  • Reduction of the sign to 60 feet, contingent on Buc-ee’s Way naming and I-10 signage
  • 8-foot security fence near the property line
  • Enhanced landscaping and planting areas
  • DarkSky-compliant lighting
  • HVAC condensation recovery and irrigation system

Scooter's Coffee receives Boerne City Council approval

Scooter’s Coffee in Boerne moves forward following the first reading of a Special Use Permit, or SUP, on Oct. 27. The permit would allow for an accessory drive-thru for the business.

The details: According to the meeting agenda, the development will be a drive-thru coffee shop with no indoor seating planned to accommodate 14 cars and have an escape lane. The building will have a walk-up window.

The Boerne location will be owned by Shaughnessy and Andrew Davis, who own the Scooter’s Coffee in Kerrville. During the meeting, Andrew Davis said the store will be fully staffed at peak hours to help alleviate any potential drive-thru congestion.

City council added a stipulation to the SUP requiring the store to have rainwater or HVAC recapture, with the preference to include both systems. Store owners agreed to look into recapture as part of the permit approval.

New Homewood Suites by Hilton coming to North San Antonio

A new Homewood Suites by Hilton, with rooms designed for long-term stays, is coming to North San Antonio in 2026.

The details: Owned by Krishna RIM SA LLC and managed by BH Hospitality Management LLC, the hotel will feature 147 suites, with studio and one-bedroom suites equipped with full kitchens and separate living and sleeping areas.

The hotel will also feature approximately 5,000 square feet of rentable meeting space. The owners will also have leasable retail space in front of the hotel.

Texas homeowners could see larger tax breaks after Nov. 4 election

Texas homeowners could see larger property tax breaks on this year’s bills if voters approve two state propositions on the Nov. 4 ballot.

The details: Proposition 13 would raise the property tax exemption on a Texas homeowner’s main residence, known as a homestead exemption, from $100,000 to $140,000. Proposition 11 would give homeowners who are over 65 years old or have a disability a $200,000 exemption.

The exemptions would apply only to taxes charged by public schools.

The impact: Sen. Paul Bettencourt, the Houston Republican who authored the legislation, estimated in June that the average Texas homeowner would see about $484 in annual savings if the tax cuts are approved by voters, with roughly $950 in savings for seniors and people with disabilities. These estimates do not account for potential tax rate increases by local governments.

If voters approve the two ballot measures, the cuts will take effect for the current tax year and appear on homeowners’ upcoming tax bills, according to the Texas House Research Organization.
