Shenandoah Police Chief Troye Dunlap to retire in December

Shenandoah Police Chief Troye Dunlap will retire in December after 30 years with the city.

Career history: Dunlap joined the Shenandoah Police Department in January 1997. During his tenure, he served five years as sergeant, four years as lieutenant and six years as chief of police. As chief, Dunlap established the department's first:

  • K9 program
  • Drone program
  • Honor Guard

Dunlap also worked to eliminate more than 360 hours per month of dedicated patrol previously assigned to the Town Center, reallocating those hours throughout Shenandoah. In 2002, he became the city's first physical fitness specialist for law enforcement and helped establish the department's physical fitness standards. His recognitions include Officer of the Year in 1999 and 2017, a Meritorious Service Award in 2012, a Peer-recognized Leadership Award in 2022 and a Lifesaving Award in 2025.

Next steps: Shenandoah is contracting with Clear Career Professionals to conduct the search for the next police chief.

Mi Rancho Mexican Grill & Bar celebrates first year serving Tex-Mex in Spring

Juan Lozano and his twin sons, Juan and Tony Lozano, are celebrating the first year of their fourth Tex-Mex eatery, Mi Rancho Mexican Grill & Bar, on Gosling Road in Spring.

The details: Originally founded in 2005, the business expanded to its newest Spring location in October 2025. The 7,500-square-foot restaurant seats up to 250 guests and features furniture and decor from Jalisco Mexico. The restaurant also has a location in Shenandoah.

The restaurant offers dine-in service, an enclosed patio, catering, online ordering and a new Grande Box that feeds eight people. To celebrate its one-year anniversary, Mi Rancho plans to hold an event on Nov. 14 featuring face painting, activities for kids and a mariachi.

On the menu: Mi Rancho specializes in Tex-Mex cuisine made with quality ingredients, including house-made salsas and hand-made tortillas. Key menu offerings include:

  • Ribeye tacos

  • Tacos al Pastor

  • Don Juan Special

  • House-made, skinny and soft serve margaritas

Experts: Hardening homes against disasters could drive down Texas home insurance costs

The average annual insurance premium for a Texas homeowner rose 79% in six years, from less than $2,000 in 2020 to more than $3,500 this year, Texas Insurance Commissioner Amanda Crawford told state lawmakers Oct. 5.

The overview: The rise in home insurance costs has been caused by severe weather, high inflationary costs impacting home repairs and "the concentration of risk" in the insurance market, Crawford said.

Experts said hardening homes against severe weather could help reduce expensive losses from disasters, resulting in lower insurance premiums.

Zooming in: Proponents of home-hardening incentives have pointed to their success in other Gulf Coast states, such as Alabama. Texas consumer advocacy groups and the insurance industry backed proposals to create a similar grant program last year, according to previous Community Impact reporting, but those measures did not pass.

"Resilience helps homeowners long before it shows up in an insurance bill because a stronger home holds up better when the storm comes," said Chelsea Stallings, a regional vice president for the National Association of Mutual Insurance Companies.
