Celina City Council passes e-bike regulations amid rising safety concerns

Celina City Council passed new rules regarding e-bikes, including the permit requirement, at a March 10 meeting.

Under the new ordinance, e-bikes have to be registered with the Celina Police Department.

The ordinance also includes general rules about the operation of e-bikes within city limits:
  • No noise reduction devices like headphones or earplugs
  • No passengers unless the e-bike is specifically designed for it
  • No riding after dusk without lights and reflectors

The context: Celina’s e-bike regulations are modeled after the e-bike ordinance Prosper Town Council passed last October.

Quote of note: “They’re coming over to our side,” Celina Police Chief John Cullison said. “We’re going to become a fertile ground for some of these kids to get hurt, so this is a way to be proactive.”

Burning Rice eyes summer opening for Prosper bibimbap restaurant

Burning Rice is opening a new location in Prosper this summer, the owner confirmed.

On the menu: The fast-casual chain specializes in customizable bibimbap, a Korean rice bowl topped with meat and vegetables. Diners can also choose from a selection of sides like dumplings, kimchi pancakes and crispy shrimp rolls.

North Texas, Houston earn $116M in grants for FIFA World Cup safety measures

North Texas and Houston are set to receive a combined $116 million in grants to support public safety efforts ahead of the 2026 FIFA World Cup, according to a March 25 news release from Gov. Greg Abbott’s office.

What it means: The funding will be distributed to the city of Houston and the North Central Texas Council of Governments to support additional safety personnel, equipment and other public safety resources tied to World Cup events, according to the release. The grants are part of the FIFA World Cup Grant Program, which will distribute $625 million to host cities nationwide.

Some context: The 2026 FIFA World Cup will run from June 11 to July 19, with multiple matches scheduled at AT&T Stadium in Arlington and NRG Stadium in Houston. The Dallas-Fort Worth area will host nine matches, which is more than any other U.S. host city, while Houston will host seven, including two knockout-stage games, according to FIFA’s website.
