On Aug. 26, The Woodlands Township and the city of Houston are scheduled to consider an amendment to their 2007 Regional Participation Agreement that would permanently eliminate the possibility of Houston annexing The Woodlands Township and provide for $50 million in payments to Houston by 2030, according to agendas posted Aug. 19.

What you need to know: The Woodlands Township released a statement via Chair Brad Bailey that the amendment would end the long-term Regional Participation Fund payment structure between the entities, providing for a total of about $27.4 million in payments from The Woodlands Township to the city over the next three years as well as releasing restrictions on the $22.6 million currently in the RPF to make those funds available to the city of Houston.

City of Houston materials show the payment schedule as:

• $22.63 by Dec. 31 this year
• $9 million by the end of 2027
• $9 million by the end of 2028
• $9.37 million final payment by Dec. 31, 2029

For nearly 26 years, the North Houston Fellowship of Christian Athletes has sought to empower local youth in more than just their preferred sport at the junior high and high school level.

What you need to know: The branch, which was established in 2000 as part of the larger nationwide spiritual ministry organization, is driven by its mission of using a sports platform to share religious faith among student athletes and coaches in grades 7-12.

The setup: In an interview with Community Impact, Executive Director Jamie Clark said North Houston FCA is pillared by the “four Cs”—campus ministry, coaches ministry, camps ministry and community ministry.

Clark told Community Impact that during the 2025-26 school year, the organization reached nearly 25,000 people, with 2,100 making affirmations of faith.

The Woodlands Township board of directors started the third day of the fiscal year 2027 budget workshop sessions on Aug. 19 to discuss items such as $13.7 million in projected capital project funds, including requests from The Woodlands Fire Department and the Information Technology department.

What happened: Township President and CEO Monique Sharp started the meeting with a presentation on capital project funds with a breakdown of departments showing:

• $8.7 million for Parks and Recreation

• $3.1 million for The Woodlands Fire Department

• $1.4 million for Information Technology

• $0.5 million dedicated to facilities

The Texas Education Agency released the A-F accountability ratings for the 2026 school year on Aug. 15. Conroe ISD has secured its third consecutive 85 score and fifth consecutive B rating from the TEA, while also improving the year-over-year score for multiple campuses.

District growth: According to the TEA website, the accountability ratings are measured through 3 factors: student achievement, school progress, and closing the gaps.

Conroe ISD currently contains 66 different campuses; the grade breakdown for each campus is as follows: 

• 22 campuses earned an A 

• 26 campuses earned a B

• 11 campuses earned a C

• 5 campuses earned a D

• 2 campuses earned an F

Quote of note: According to an Aug, 16 news release, Conroe ISD Superintendent David Vinson praised the overall improvement in the district.

“Earning an A for the first time or making double-digit gains does not happen by accident,” Vinson said. “These results represent thousands of hours of planning, teaching, intervention, encouragement and hard work by our students, teachers, support staff, campus leaders and families.
