Manvel delays Presidio zoning decision

Manvel City Council delayed a zoning change for the Presidio mixed-use development for the second time at its Oct. 19 meeting. Mayor Dan Davis noted that further discussions and adjustments are needed regarding the utility agreement, impact fees and phasing definitions. Additionally, city officials previously noted that Manvel lacks the capacity to provide water service for the development.

Some context: Updated plans for the development removed nearly 3 acres of park space and increased the drainage and detention area from about 78 acres to nearly 144 acres. To accommodate this detention volume increase, 58 acres of residential development were removed from the proposal.

Looking ahead: Council took no action on the item and is expected to revisit the zoning change at a future meeting.

Harris County Flood Control District executive director discusses stepping into role, flood risk reduction projects

Marcus Stuckett was appointed executive director of the Harris County Flood Control District in June. Stuckett, a Hurricane Harvey survivor, previously worked for the district for seven years, including serving as engineering division director.

His appointment comes as the district faces pressure to meet spending deadlines for 28 federally-funded disaster recovery and flood mitigation projects. The deadlines and funding details include:

  • A deadline of February 2027 for 11 disaster recovery projects, which are currently under construction.

  • A deadline of March 2028 for the 17 flood mitigation projects.

If the money is not spent on time, the federal agency will reclaim it. Stuckett said the district intends to complete every project regardless of the funding source. His priorities include delivering the projects, increasing responsiveness to resident requests and being transparent about progress and challenges.
