Comal County commissioners approve application to multimillion-dollar conservation fund

In a 3-1 vote, Comal County commissioners approved the application for $30 million from the Texas Water Development Board, or TWDB, Clean Water State Revolving Fund on Oct. 23.

County Judge Sherman Krause was not present, and Precinct 2 Commissioner Scott Haag dissented. 

The fund is authorized through the Clean Water Act passed by Congress in 1972, providing low-cost financial assistance for cities, counties and other authorities in the acquisition, design and construction of water infrastructure across the state.

The details: If approved by TWDB, the funds would come in the form of a loan to launch the Comal County Water Quality Protection Lands Program for state fiscal year 2026-27, according to commissioners.

The program seeks to acquire land in the recharge zones of the Trinity and Edwards aquifers in Comal County in hopes of protecting ground and surface water availability, according to Comal County.

Family-owned truck looks to bring peace and love through Filipino food in New Braunfels

Joan Guerrero, a native of Manila, Philippines, said she wanted to bring her culture and delicious food to New Braunfels, which is why she opened Peace.Love.Lumpia.

“We wanted to bring that taste of the Philippines to the area,” Guerrero said.

Some details: Guerrero said her mother, Jennifer Salas, and her husband, Daniel helped her open the food truck. 

“We started off by selling lumpias to friends and family and kind of grew from there,” Guerrero said. 

What’s on the menu: Peace.Love.Lumpia sells authentic Filipino food made by Guerrero's mother—which she learned while growing up in Manila. The locally owned food truck serves Lumpias, which is a Filipino spring roll filled with meat and vegetables, Guerrero said. 

The lumpia bowl ($13.99) comes with six rolls and a half scoop of pancit, which is a mix of rice noodles, chicken and vegetables.

Transforming travel: $1.5B road project looks to ease traffic in northeast San Antonio

The I-35 NEX Central project is expected to alleviate travel times throughout the region, and it hit the halfway point this year.

Some details: Totaling $1.5 billion in design and build costs, construction began in June 2022 from contractor Alamo NEX Construction. The project creates three elevated lanes, comprising two main lanes and one high-occupancy vehicle, or HOV, lane, for both northbound and southbound directions. The elevated lanes will provide direct connections to Loop 410 North and Loop 1604 West, according to the Texas Department of Transportation.

“[The project] will improve mobility and operational efficiency along the I-35 corridor in a manner that will manage vehicle congestion for the 25-year planning horizon,” said Marco Galindo, an alternative project delivery supervisor for TxDOT. “Opening of the elevated lanes will also promote efficient use of the existing transportation facilities as well as reduce travel times.”

The project is also building ramps to connect the I-35 main lanes to elevated lanes and reconfiguring entrance and exit ramps throughout northeast San Antonio.

SA Airport celebrates grand opening of SAT Public Safety Building

On Oct. 22, San Antonio city officials celebrated the grand opening of the Public Safety Building at the San Antonio International Airport with a ribbon-cutting ceremony. 

The overview: City Manager Erik Walsh said the opening of the new Public Safety Building is a necessary step before the city can open the new terminal.

The details: During a tour of the interior of the building, Lt. Andres Lopez, San Antonio Airport Police Department training and support, said the new building is night and day when compared to their previous headquarters.

The new building is a police substation that houses the SA Airport police’s patrol section, bike section, admin command section and its explosive detection canine teams, which consist of police and TSA units. 

Looking ahead: The next major opening for the terminal development project is the ground load facility, which will open in approximately 60-70 days.

Voters asked to approve ‘significant’ tax cut for Texas small businesses

Texas is home to about 3.5 million small businesses, according to the National Federation of Independent Businesses. Estimates show that the average Texas small-business owner could save about $2,500 per year if voters approve an expanded business tax exemption on the Nov. 4 ballot.

The details: State Proposition 9 would exempt up to $125,000 of a business’s personal property, such as equipment, furniture and vehicles, from taxation. Texas business owners currently receive a tax exemption on property worth $2,500 or less.

“At $2,500, virtually everyone's paying this tax,” NFIB Texas Director Jeff Burdett said in an Oct. 24 interview. “If you have a desk, a computer and a chair, you're probably over $2,500 [in inventory]. … It makes no difference for almost any business.”
