Humble ISD students outperform state in every STAAR end-of-course exam subject

Humble ISD high school students outscored state averages in every subject in the 2026 State of Texas Assessments of Academic Readiness end-of-course exams administered this spring.

Some context: The Texas Education Agency released statewide and district-specific test scores for every STAAR exam subject outside of science on June 16, as previously reported by Community Impact. Science scores will be released July 31. End-of-course exam scores were released June 10.

A closer look: In HISD, data for passing scores show students performed above state averages in every EOC exam subject, which includes English 1, English 2, U.S. History, Biology and Algebra 1.

Students saw equal or improved performance year-over-year in all exams except for U.S. History.

What they're saying: "Our focus is creating the best possible experience across Humble ISD, and these results are one measure that shows we're moving in the right direction,” HISD Superintendent Roger Brown said in a July 9 emailed statement. “We're proud of the progress we've made, and we see this as momentum to continue advancing success for every student."

Harris County approves chair, members for new countywide infrastructure working group

Harris County commissioners appointed Toll Road Authority Executive Director Roberto Trevino as chair of its new infrastructure working group aimed at moving county projects forward.

The big picture: At the July 9 meeting, County Administrator Erica Lee Carter spoke after having discussions June 11 for the need to develop a task force to simplify executing infrastructure-related projects across all county departments.

The members will include representatives from the Harris County Flood Control District, Office of the County Engineer and the Toll Road Authority with Trevino as chair, who would report to the Commissioner’s Court, and Carter as co-chair.

Sorting out the details: Commissioners also chose to amend the agenda to alter the initial designations of the Infrastructure Coordination and Performance Committee and the title chief infrastructure officer to the infrastructure working group and chair.

This was deemed necessary by commissioners to mitigate scrutiny from state legislation, limit confusion in the chair’s influence over the departments it partners with and to promote a less structured meeting schedule.

Houston makes $300M payment toward Bush Airport project

Houston City Council approved $300 million for the redevelopment of Terminal B at George Bush Intercontinental Airport. This is the second payment of city funding for the project led in partnership with United Airlines.

What this means: Council approved the payment without discussion. Funding comes from the Airport System Consolidated 2011 Construction Fund.

The city’s funding for the project stems from enterprise funds derived from charges paid by airport passengers, according to previous reporting.

The project is done in phases and is currently in Phase 3. This is the second of three payments for the phase. The first payment was $150 million and the third is expected to be $174 million, totalling $624 million.

One more thing: There are expected to be three milestone projects under Phase 3:

  • Improvements and expansion of the Terminal B processor
  • Replacement of the Terminal B North Concourse with 22 narrow-body aircraft equivalent gates
  • Replacement of the regional gates on Terminal B South for 18 large regional gates

Phase 3 is expected to be completed by 2028.

H-GAC survey aims to understand traffic congestion, closes July 15

The Houston-Galveston Area Council is gathering public input regarding traffic congestion as part of its Regional Congestion Management process, per a news release. Officials said community members can participate through July 15 via an online survey.

H-GAC is a regional organization intended for local governments to consider and cooperate in solving area-wide issues.

The big picture: In order to better understand traffic and travel challenges across the Houston-Galveston region, H-GAC is developing a Congestion Management Plan, or CMP. The CMP will consider multiple counties, including Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery and Waller.

Participants of the survey will help identify traffic hotspots, understand how congestion affects varying road-users and inform future planning and investment decisions, per the news release.

One more thing: The survey should take around 10 minutes to complete, according to the H-GAC website, and will close for submissions July 15.
