Bellaire City Council awards first installment of bonds from water, wastewater works referendum

At a Sept. 14 council meeting, Bellaire officials unanimously authorized a bid for bonds in an amount of $12.5 million.

Two-minute impact: Labeled as ‘general obligation bonds,’ the bond sale will finance water and wastewater capital improvements within the city, as well as pay the costs associated with bond issuance, according to agenda documents.

Chief Financial Officer Terrence Beaman highlighted that this is the first sale to be made from Bellaire’s 2024 bond referendums, which residents voted in support of in the 2024 local election for projects such as the Cypress Ditch project and demolition of the city’s existing wastewater treatment plant.

The issued amount will be taken from the $30 million bond designated specifically for water and wastewater improvements, leaving approximately $17.5 million remaining.

The specifics: Among the seven bids received, public finance business TD Financial Products presented the strongest offer to purchase the bonds from the city and was subsequently selected, James Gilley, a representative from wealth management company U.S. Capital Advisors, said.

With the ordinance now authorized, the awarding process is scheduled to close Oct. 14, Gilley said.

River Oaks District captures Leica Camera as Texas flagship store

The renowned German camera and optics company, Leica Camera, will open its first Texas flagship store and gallery at River Oaks District in Houston.

The new store will be situated next to Le Colonial and is slated to open in 2027. As of Sept. 15, a specific opening date was not available.

About the company: The Houston location will offer Leica's complete portfolio of products, including:

  • The M series digital and film rangefinder cameras

  • The SL Series modern, high-resolution mirrorless system cameras

  • The Q Series compact, full-frame digital cameras

Leica cameras generally cost between $1,400 and $17,500, depending on the model. The store will also sell lenses, timepieces and home cinema products.

Also of note: Additionally, the Houston location will introduce the brand's immersive retail concept to the region, offering exhibitions, educational programming, workshops and artist talks.

Houston approves additional $6.7M for adult senior program services

Houston officials approved an additional $6.7 million in funding for senior programs that include nutrition and transportation services.

What happened: At the Sept. 16 meeting, Houston City Council members unanimously approved a contract extension that provides nutrition and transportation services for senior adult programs, such as Meals on Wheels, which delivers meals to people’s homes.

The decision also increases funding by $6.7 million through partnerships with other municipalities and organizations, such as BakerRipley and the Evelyn Rubenstein Jewish Community Center.

Those in favor: Council member Joe Panzarella supported the extension, which is set to expire in September 2027.

“This program helps those in need get transportation to locations for congregate meals, as well as home-delivered meals,” he said. “This serves over 10,000 meals a day, assisting over 7,200 homebound seniors and transporting over 450 individuals.”

One more thing: The contract began in October 2021 and has been extended every year since then. It is capped at a total of $55.4 million.

Venus Aerospace opens new test stand at Houston Spaceport

Houston-based rocket propulsion company Venus Aerospace opened a new propulsion test stand at the Houston Spaceport on Sept. 10.

The gist: The new test stand is a part of "critical infrastructure to support the continued development and maturation of its rotating detonation rocket engine technology," according to a Sept. 10 news release from the company.

The $3.9 million test stand was funded through the Texas Space Commission's Space Exploration and Aeronautics Research Fund, which is part of the state's investment in growing Texas' aerospace and space economy, the news release notes.

Quote of note: “Building and testing propulsion systems at this pace requires the right infrastructure around the technology,” CEO and Co-Founder Sassie Duggleby said. “We’re grateful to the Texas Space Commission and the state of Texas for investing alongside companies like Venus."

Texas insurance department asks legislature to consider delaying implementation of new insurance rates

To strengthen consumer protections, the Texas Department of Insurance is asking state lawmakers to consider adjusting when new home and auto insurance rates are implemented.

What's happening: Texas currently operates under a "file-and-use" system, allowing insurance companies to begin using new rates immediately after they are filed, regardless of whether the TDI has reviewed them.

In a Sept. 14 letter detailing actions the department is taking to address Texas' high home insurance costs, Insurance Commissioner Amanda Crawford suggested that the legislature look into "adding a delay between a rate filing and its use in the market." Under the current system, if the TDI finds an issue with a new insurance rate, there is "limited" redress for affected policyholders if that rate is already in effect.

The background: Crawford's letter comes after Gov. Greg Abbott directed the TDI to take affordability-focused actions in an Aug. 24 letter.

Texans paid the nation's fourth-highest home insurance premiums at the end of 2025, according to previous Community Impact reporting.
