Several road projects are underway in The Woodlands area, funded by the Montgomery County road bond or the Texas Department of Transportation. Updates on these projects include:

• Robinson Road widening: Design is nearing completion, parcel acquisition is ongoing and utility relocation coordination has started.

• Sawdust Road Bridge replacement: Design is nearly 60% complete, hydraulic modeling is finished and officials are working on permits.

• Grand Parkway area improvements: Design is nearing 60% completion, with construction scheduled to begin in 2027.

• Grogans Mill Road at North Millbend Drive: Pavement and intersection design is complete, with new signal equipment scheduled for installation in late September.

• Grogans Mill Road at Grogan's Mill Village Center: Pavement work is complete, and new signal equipment is scheduled for September installation.

• Hwy. 242 widening: The project is 96% complete.

• I-45 feeder drainage improvements: Construction is 10% complete.

• Rayford Road and Discovery Creek Boulevard: The traffic signal and turn lane project was completed in September.

Clothing store Golden Gray Boutique has relocated within Market Street in The Woodlands. Kirstie Winter said the store moved to a space that was formerly occupied by Draper James.

The boutique features a variety of retail items, including:

• Women's clothing

• Shoes

• Accessories

• Purses

The store relocated on Sept. 12 and is now situated at 9595 Six Pines Drive, Ste. 950, The Woodlands. In addition to this Market Street location, Golden Gray Boutique operates a shop at Rice Village Houston. Winter also noted that the business is planning to open a location at Creekside Park.

For the 2026-27 school year, Conroe ISD has implemented new learning materials to support student development, which the board of trustees reviewed on Sept. 16.

Some context: CISD Deputy Superintendent Ted Landry presented a breakdown of the new instructional material, Savvas Envision + Math, which is being implemented for grades K-12. Additionally, the district is in its second year of the Bluebonnet Learning ELAR program, a free internal curriculum created by the Texas Education Agency to cover 100% of state reading standards. CISD is utilizing grants to fund two educational coursework programs to support these efforts:

• Coursemojo, an AI-powered teaching tool featuring a personalized assistant named Mojo, is in the onboarding phase at 10 campuses.

• Untapped Genius, funded by a Learning Acceleration Support Opportunities grant, brings in coaches to improve classroom instruction and support administrators implementing the Bluebonnet Learning ELAR program for grades K-5.

Lone Star College System leaders are aiming to pay off $404 million in bond debt by approximately 2030 or 2031. To help achieve this, Kristy Vienne, the vice chancellor of administration and finance, proposed an interest and sinking tax rate of $0.0219 per $100 valuation for fiscal year 2026-27. This proposed rate would bring the outstanding bond debt balance to about $311 million.

Explained: The college system's proposed total tax rate for fiscal year 2026-27 is $0.1058 per $100 valuation, which is lower than the current rate of $0.106. While some taxpayers in the Harris Central Appraisal District are expected to see a drop in their annual property tax bill, others in the Montgomery Central Appraisal District and the San Jacinto County Appraisal District are expected to see higher bills due to increased median property values. Taxpayers could also see higher bills if:

• Their home or land value increases

• They lose a property tax exemption

• Their property value exceeds the 10% appraisal cap

Going forward: A public hearing on the proposed tax rate is scheduled for Oct. 1.

To strengthen consumer protections, the Texas Department of Insurance is asking state lawmakers to consider adjusting when new home and auto insurance rates are implemented.

What's happening: Texas currently operates under a "file-and-use" system, allowing insurance companies to begin using new rates immediately after they are filed, regardless of whether the TDI has reviewed them.

In a Sept. 14 letter detailing actions the department is taking to address Texas' high home insurance costs, Insurance Commissioner Amanda Crawford suggested that the legislature look into "adding a delay between a rate filing and its use in the market." Under the current system, if the TDI finds an issue with a new insurance rate, there is "limited" redress for affected policyholders if that rate is already in effect.

The background: Crawford's letter comes after Gov. Greg Abbott directed the TDI to take affordability-focused actions in an Aug. 24 letter.

Texans paid the nation's fourth-highest home insurance premiums at the end of 2025, according to previous Community Impact reporting.
