Frisco ISD formally approves Todd Fouche as superintendent

Frisco ISD officials have approved Todd Fouche as the district's next superintendent.

The overview: Fouche's contract was approved by the board of trustees during an April 3 meeting. The board named Fouche as the lone finalist in mid-March. Fouche will replace Superintendent Mike Waldrip, who served as superintendent of FISD since 2017 and announced his retirement in November.

Notable quote: “Our focus remains exactly where it should be: on our students and staff," Fouche said in an April 3 news release. "We are committed to knowing every student by name and need to ensure they have the best possible future. That dedication guides the work happening in every classroom and on every campus each day."

Second Baskin Robbins to open this spring in Frisco

A second Frisco Baskin Robbins franchise has a tentative late-April opening, a company representative said.

What they serve: The ice cream store’s menu has a variety of ice cream flavors including cinnamon roll, chocolate chip, pink bubblegum and more. Nondairy and sugarfree ice cream are available.

Collin County 
1. Gaylord Parkway roundabout 

Project: A roundabout will be constructed at the intersection of Gaylord Parkway and Ohio Drive in Frisco. 

Update: Construction started April resulting in several traffic pattern changes. Gaylord Parkway will close west of Ohio Drive, and traffic will be detoured north to Warren Parkway. Additionally, northbound and southbound traffic on Ohio Drive will share the east side of the roadway, with one lane open in each direction. 

  • Timeline: Construction expected to finish in 2027

  • Cost: $3.5 million

  • Funding source: city of Frisco

2. Dallas Parkway intersection improvements
Project:
Work includes pavement improvements, dedicated turn lanes and two new traffic signals on Dallas Parkway in Celina. 

Update: Celina officials approved Mario Sinacola & Sons Excavating for construction at the March 10 council meeting. 

  • Timeline: Estimated completion in July 2027 

  • Cost: $3.49 million

  • Funding source: city of Celina

Texas tentatively approves 3 new dispensaries for medical cannabis program

Three medical cannabis businesses have been conditionally approved to participate in the Texas Compassionate Use Program, state officials announced April 1.

The big picture: The companies received conditional licenses from the Texas Department of Public Safety in an effort to expand access to medical cannabis products. Under the compassionate use program, physicians can prescribe medical-grade, low-THC products to eligible patients in partnership with licensed dispensaries.

Zooming in: Two of the three businesses given conditional licenses April 1 are affiliated with existing medical cannabis dispensaries that work in several other states. The new licensees are:

  • GTI Texas, LLC (doing business as RISE Dispensaries) in West Texas

  • Cresco Labs Texas, LLC in East Texas

  • Texas Medica Collective, LLC in Northeast Texas

Conditional licensees must pass additional state evaluations before they can begin operating, according to the DPS.

More context: As Texas expands its medical cannabis program, the state is also tightening restrictions on the multibillion-dollar consumable hemp industry, Community Impact reported.
