Sinacola to construct new taxiway, roundabout at McKinney National Airport

Construction company Sinacola is constructing a new taxiway and roundabout at FM 546 as part of the McKinney National Airport’s commercial terminal project.

What happened: McKinney City Council members approved a $17.7 million contract with the Frisco-based company during a Dec. 16 meeting. The contract comes after work began earlier this year on infrastructure for the terminal and parking, McKinney National Airport Director Ken Carley said.

“This is the second phase of that construction if you will,” Carley said. “We’re now ready to proceed with [Taxiway C], which is the first phase of a parallel taxiway on the east side of the airport and the FM 546 roundabout which will bring vehicle traffic into the site.”

Looking ahead: Construction of the passenger terminal, parking lot and associated infrastructure are on schedule to be completed by late 2026, according to a city news release.

Work on the new taxiway and roundabout is expected to start in January and finish in October. Construction on the terminal itself is expected to finish in November.

Portillo’s set to serve Chicago fares in Frisco

Portillo’s broke ground on its first Frisco location on Dec. 11, according to a company news release. The restaurant, which will be located on the northwest corner of Gordon Heights Lane and FM 423, is slated to open in 2026.

On the menu: A variety of Portillo’s signature menu items will be available at the new Frisco location, including:

  • Chicago-style hot dogs
  • Italian beef sandwiches

Texas launches database tracking local bond projects, tax rate elections

Texans now have a new database to track the results of local bond propositions and tax rate elections, or TREs, in their communities and across the state.

The details: Texas’ Local Government Bond, Tax, and Project Transparency Database was unveiled after state lawmakers passed House Bill 103 this spring. The new law requires the comptroller to compile information about all bonds, tax rate elections and maintenance tax rate changes proposed by local governments in an election, including:

  • Ballot language for all tax-related proposals
  • How each tax measure would impact the local tax rate or debt service
  • The difference between the adopted tax rate and voter-approval tax rate, if applicable
  • The entity’s tax rate for the prior year and the tax rate following the election
  • A list of projects funded by each tax measure
  • The results of each election, including votes for and against a measure

Stay tuned: Local governments have until Jan. 1 to provide information for all tax elections from 2015-2025. In future years, data must be reported by Aug. 7 following each election.
