Plano City Council approved the expansion of a Tax Increment Reinvestment Zone, or TIRZ, in its Legacy area at a meeting Aug. 24.

The details: Director of Special Project Peter Braster said the initial boundary for Plano’s TIRZ 5 was created to focus on redevelopment at the former Electronic Data Systems campus, and included the PepsiCO/Frito Lay and Ericsson facilities along with the former JCPenny headquarters.

Explained: A TIRZ is a financing tool that local governments can use to finance projects and assist with economic development in a specific area, per city documents. Braster said TIRZ 5 is in effect for 25 years with a 65% increment, meaning most of the generated funds are going into redevelopment while the remaining 35% will go into the city’s general fund.

The background: The city approved $20 million in economic incentives for a new AT&T headquarters at the former EDS campus Feb. 23.

Flower Child, a restaurant that specializes in healthy foods, is opening a second Plano location soon.

1. Core Scientific renovations
One of Denton’s two data centers, Core Scientific, will see renovations for a 27,678 square-foot facility to be used as a data hall, according to a TDLR filing.

Texas voters will choose from Republican Bo French, Libertarian Arthur DiBianca and Democrat Jon Rosenthal in this November's Texas Railroad Commission race.

The details: The winner of the race will be sworn in to replace incumbent Commissioner Jim Wright in January.

French beat Wright in a May Republican primary runoff, advancing to the general election. Rosenthal ran uncontested in the March Democratic primary, while DiBianca was selected as the Texas Libertarian Party's candidate during an April nominating convention.

Did you know? The three-member railroad commission does not have any jurisdiction over the state's railroads—that authority was transferred to the Texas Department of Transportation and the federal government by 2005, according to the commission's website. Instead, the agency regulates Texas' oil and gas industries.

Looking ahead: Early voting in dozens of local and state races runs from Oct. 19-30, and Election Day is Nov. 3.
