Bastrop council shows support for proposed hospital and hotel development

Bastrop West, a proposed 400-acre development that could bring a hotel-convention center and medical complex with a full-service hospital, is currently under review.

The City Council signed a letter of support for legislation that would allow the development to opt out of Emergency Services District 2, or ESD 2, and be served by the city of Bastrop.

The overview: The owner of the development property would prefer to be served by the city of Bastrop because it has a better Insurance Service Office, or ISO, rating and lower tax rate than ESD 2, said City Manager Sylvia Carrillo-Trevino.

An ISO rating measures how well a local fire department can handle structural fires, according to the Texas Department of Insurance.

The council signed a letter supporting legislation that would allow the property owner to opt out of the ESD if they met two criteria:

  • The neighboring jurisdiction can serve the property better than or as well as the ESD

  • The neighboring jurisdiction has a lower property tax rate

TxDOT, Mobility Authority seek public input on 290 Toll extension into Bastrop County

The Texas Department of Transportation and Central Texas Regional Mobility Authority are accepting comments on proposed improvements to about 15 miles of Hwy. 290 until Oct. 30.

About the project: The two government entities are evaluating the feasibility of extending tolled main lanes alongside existing non-tolled lanes, adding signalized intersections, and enhancing pedestrian and bicycle infrastructure along Hwy. 290 to ease congestion as the area's population continues to grow, according to previous Community Impact reporting.

What you need to know: Members of the public can submit comments to TxDOT and the Mobility Authority by email, mail, online comment form or voicemail.

All public comments regarding the project must be received or postmarked by Oct. 30, according to the project page.

Austin council gives final OK to Rosedale School rezoning

Austin City Council gave final approval Sept. 24 to rezone the former Rosedale School site, clearing one of two hurdles for a proposed 435-unit, six-story apartment complex.

AISD agreed in 2025 to sell the campus to developer OHT Partners for $26 million as the district works to close a budget shortfall, according to previous Community Impact reporting.

What happened: Council approved the rezoning on all three readings, according to the city's action notes. District 10 Council Member Marc Duchen was the lone no vote. Because neighbors filed a valid petition against the rezoning, it needed a supermajority to pass.

The zoning allows OHT's proposed 435-unit plan but does not approve a specific project. District 7 Council Member Mike Siegel said a smaller compromise development would also require the MF-6 zoning because of the city's site-area rules.

What's next: The sale still depends on AISD winning its lawsuit against Rosedale-area homeowners over a 1938 deed restriction. That case remains unresolved in Travis County District Court with no trial date set, according to the district's project website.
