PREVIEW: Kemah City Council to consider funds for Joann Blackledge Memorial Park design project

A continued collaborative effort between the city of Kemah and University of Houston architecture students to design a memorial park honoring Joann Blackledge, former first lady of Kemah, will be considered by Kemah City Council at its Nov. 5 meeting

The consideration will be made through a rollover budget amendment for fiscal year 2025-26.

What you need to know: The proposed amendment would reauthorize up to $25,000—funds approved initially in 2025 but not yet expended—as part of a 50/50 cost share between the city’s general fund and hotel occupancy tax fund.

Return To Wellness offers holistic healing through acupuncture, Chinese medicine

Nine years ago, Deborah Bilak left her career in corporate America to pursue her dream of opening an acupuncture and wellness practice. Her practice, Return To Wellness, uses acupuncture and Chinese medicine to treat chronic pain, arthritis, mental health and digestive issues, as well as other disorders.

How it works: First, clients interested in treatment come in for a free consultation. At the consultation, Bilak explains what acupuncture is and how she would use it to treat their pain points. Usually, this is done by sticking fine, sterile needles at specific points on the body to eliminate pain.

A closer look: Bilak said she takes a holistic approach to treatment, not only treating symptoms but mind, body and spirit. She believes a client’s mental and emotional states are an important part of treatment, which is why she makes sure to ask about what is weighing heavily on them.
