Future of Scarborough development remains unclear as local flood concerns prompt state's reconsideration

Texas General Land Office officials said the development of 5,500 acres of green space near Benders Landing will not happen as previously planned, as pushback continues to mount from residents and elected officials alike due to flooding concerns. 

Local leaders said they are now looking to the next state legislative session to help fund a solution. 

The big picture: Scarborough Lane Development purchased the property in early 2025 with plans to build between 5,000 and 7,000 homes. The land is located between Spring Creek and the West Fork of the San Jacinto River. It is largely located within the 500- and 100-year floodplain and, in some areas, the actual floodway.

The latest: In early May, a group of concerned residents started an online petition opposing the development, which has since garnered more than 3,700 signatures and endorsements from local officials. Montgomery County Precinct 3 Commissioner Ritch Wheeler said they're preparing for the next legislative session—set to kick off in January 2027—where they hope to find a permanent solution for the property.

Humble ISD officials celebrate late March of opening of Mosaic Building

Humble ISD officials celebrated a late March opening of the district’s Mosaic Building, according to the district’s website.

The details: According to previous reporting, HISD Superintendent Roger Brown said the facility will serve as a permanent location for students enrolled in the district’s Mosaic program, which serves students ages 18-22 who received special education services through the district and qualify for educational services after high school.

Officials said the 56,600-square-foot facility features classrooms, a student recreation room and three mock apartments where students can learn daily living skills like laundry, meal preparation and bed-making, according to previous reporting.

The building also includes a production lab where students can create items for sale at the spirit store on campus and in the district's main administration building.

Some context: The project was included in the district's $775 million bond approved by voters in 2022.

Houston to implement a $5 administration fee, other countermeasures to help close growing budget deficit

Houston Mayor John Whitmire announced May 5 that the city will implement three new measures to help close a projected $209 million budget deficit for fiscal year 2026-27.

The overview: The three new measures include:

  • Declaring the Solid Waste Department a municipal utility under Texas state law
  • Implementing a $5 administration fee for all homeowners
  • Creating a right-of-way water fee

Together, these measures are projected to provide approximately $200 million in general fund relief, effectively closing the projected FY2026-27 budget gap, city officials said.

Something to note: The upcoming changes do not include raising taxes.

Final takeaways: These changes do not address the city’s FY 2025-26 budget deficit, which ends in June and currently sits around $174 million, largely due to overtime costs for public safety departments.

Houston will start its new budget season May 5 with a five-year forecast. Budget workshops will follow throughout the month, with FY 2026-27 set to begin July 1.

Vonlane motor coach route between Houston metro and Austin opens in The Woodlands

The luxury motor coach service Vonlane announced its departure point from the Houston metro in The Woodlands to Austin began service May 4. The route is the 12th for the company.

Vonlane launched a route between The Woodlands and Dallas last year.

What to expect: Vonlane now offers service between The Woodlands and Austin seven days a week at The Woodlands Waterway Marriott Hotel & Convention Center, 1601 Lake Robbins Drive, The Woodlands, and DoubleTree by Hilton Austin-University Area, 1617 N. I-35, Austin.

New restaurant near the Galleria now serving certified Wagyu from three different countries

Wagyu House Houston opened inside The Galleria on May 1. The restaurant serves all-you-can-eat Wagyu dishes from Japan, Australia and the United States.

Meat options include American and Australian full-blood Wagyu, as well as Japanese A5 Wagyu. Each type of Wagyu includes a certificate of authenticity to certify that the beef is 100% genuine and graded according to the standard by the Japan Meat Grading Association, which considers marbling, meat brightness, texture and quality.

Luna Rosa Cocina & Cantina opened in March at 3336 Crystal View Blvd., Texas City. The restaurant offers quesadillas, salads, enchiladas, tortas, tacos, flautas and tostadas, among other items.

Drinks include margaritas, palomas, cucumber water and espresso martinis.
