Jersey Village council approves $3.16M property sale to Agrohansa Inc.

Jersey Village City Council approved the sale of two pieces of city property to Agrohansa Inc., a food manufacturing company, Oct. 20.  

The details: Council members authorized the sale of city property, which previously served as a public works space, for a total of $3.16 million. The two properties–located at 12424 Taylor Road and 12527 Taylor Road in Cypress–will now be utilized as a food product manufacturing and warehouse facility, according to city documents. 

Why it matters: City Manager Austin Bleess said the property located at 12527 Taylor Road still houses the city’s public works and parks departments. However, the city will be able to lease the property from Agrohansa for up to 18 months in six-month increments, but many need to extend it if the city campus bond proposition fails. 

Quote of note: “If the bond propositions do not pass, then we will need to evaluate the options for community operations, public works and parks departments beyond the lease period, including potential lease extensions or alternative site agreements,” Bleess said.

Harris County ESD 9 board seeks district attorney investigation of Commissioner Paiva

The Harris County Emergency Services District No. 9 board unanimously agreed at an Oct. 20 special-called meeting to file a complaint with the Harris County district attorney’s office for an investigation into Commissioner Rob Paiva.

What we know: At the meeting, board members alleged he more than once violated board policies and abused his power as an elected official. 

Paiva did not attend the meeting, but in an Oct. 21 statement to Community Impact, he said he “fully supports a DA investigation,” as it will uncover facts about “unresolved harassment and whistleblower claims” involving prior workplace related complaints within the Cy-Fair Fire Department.

The decision comes almost two months after the board voted Aug. 28 to replace him as president—a role he had held since January.

In a statement at the Oct. 20 meeting, board President Naressa MacKinnon listed several allegations against Paiva dating back to May, some of which were related to unauthorized expenditures, collusion, mishandling confidential information and violating the Texas Open Meetings Act, among others.

Houston renters see more choices, steady prices in September

Houston renters saw more listings in September while lease prices remained steady compared to this time last year, according to the Houston Association of Realtors’ September 2025 Rental Market Update released Oct. 15.

Two-minute impact: There was a 5.3% increase in the number of single-family homes leased this September compared to the same time last year, according to the report. Surpassing last month’s record, 11,255 single-family homes were available for rent in September. 

The average lease price was $2,341 per month, which is statistically unchanged from September 2024, per the report. This marks the third month in a row where the average listing price remained flat, indicating a plateau in prices.

Quote of note: “We continue to see steady demand for single-family rentals as many people find homeownership challenging right now due to affordability issues—not just in Houston, but nationwide,” HAR Chair Shae Cottar said via the report. “With so many properties on the market, renters have more choices than ever, and that’s helping them find places that fit their needs and budget."
