Klein ISD trustees OK flat tax rate for FY 2025-26 amid potential state tax breaks

Even though Klein ISD property values for fiscal year 2025-26 increased by about $1.9 billion year over year, some homeowners could pay less this year on upcoming bills due to proposed increases to state tax exemptions, district leaders said.

The breakdown: KISD trustees unanimously approved a total property tax rate of $1.0119 per $100 of valuation for FY 2025-26, which is the same total tax rate approved in FY 2024-25. Meanwhile, the total appraised value of property within KISD’s boundaries increased from $39.7 billion in FY 2024-25 to $41.6 billion in FY 2025-26.

Some context: This November, voters across Texas will be asked to approve larger property tax breaks for homeowners through two proposed amendments to the Texas Constitution, known as state propositions. If approved by voters, State Proposition 13 would raise the property tax exemption on a Texas homeowner’s main residence—known as a homestead exemption—from $100,000 to $140,000.

1. Gosling Road at West Rayford traffic signal
Project: Modify existing signal with a new mast arm traffic signal in order to improve traffic flow and safety along Gosling Road. The Harris County Precinct 3 Commissioner’s Office is overseeing the design work.
Update: Design work is underway for a potential light at the intersection.

2. Spring Cypress Road asphalt rehabilitation
Project: Asphalt rehabilitation for Spring Cypress Road, from west of Stuebner Airline to east of TC Jester Blvd. and Louetta Road, then from Old Louetta to east of Champion Forest Drive.
Update: Work has begun along Spring Cypress Road to replace asphalt as part of an asphalt rehabilitation effort.
  • Cost: $6.5 million
  • Timeline: March 2026

Texas lawmakers to investigate deadly Central Texas floods with new committees

The Texas House and Senate are launching new legislative committees to “get to the bottom of exactly what occurred” during this summer’s deadly Central Texas floods, state leaders announced Oct. 13.

The details: The bipartisan panels, known as the House and Senate General Investigating Committees on the July 2025 Flooding Events, will meet jointly to conduct “a comprehensive and thorough review” of the floods, House Speaker Dustin Burrows and Lt. Gov. Dan Patrick said.

Lawmakers will be tasked with:

  • Identifying strategies to strengthen Texas’ disaster preparedness
  • Helping communities respond to future floods
  • Examining actions taken at summer camps in the flood zone

The background: During special legislative sessions this summer, lawmakers passed bills aimed at hardening summer camps against future disasters and improving local flood warning systems.

"While progress was made during the second special session to bolster Texans’ safety, the magnitude of this tragedy demands a comprehensive and thorough review," Burrows said in an Oct. 13 statement.
