Carroll ISD to issue up to $15M in refunding bonds

Carroll ISD plans to sell refunding bonds, which are aimed at reducing the district’s overall debt payments.

Trustees approved the parameters of the sale during the Aug. 3 meeting.

The overview: The refunding bonds will allow CISD officials to refinance up to $15 million in debt, which will add a debt service payment for fiscal year 2026-27, said Chase Park, deputy superintendent for business and finance. The refinancing is expected to save the district $4 million in interest expenses, according to district documents.

Park said the refunding bonds will allow the district to receive around $809,000 from the state in additional state aid from an increased homestead exemption. Had CISD gone forward with a defeasance resolution, the district would not have received the additional state funds, Park added.

What’s next: The pricing of the refunding bonds is expected to take place prior to trustees adopting the tax rate for FY 2026-27, per district documents.

The Crème School of Colleyville closes

After experiencing a decline in enrollment over several years, The Crème School of Colleyville closed in late May, according to a Crème spokesperson.

What they offer: The school offered enrichment classes for children ages 6 weeks to 6 years old and provided before- and after-school care for children ages 5-12. Classes are focused on four areas, including science, technology, mathematics and engineering, art, music, and Spanish, according to the school’s website.

More details: The spokesperson said families impacted by the closure were offered the opportunity to transition to The Crème School of Coppell or a nearby KinderCare Learning Center.

Westlake Planning & Zoning Commission approves data center site plan near Keller

A site plan for a data center at the Keller-Westlake border received approval from the Westlake Planning & Zoning Commission on Aug. 4, before a capacity crowd at town hall.
Westlake announced a data center would be constructed in the town’s southern limits, next to the Marshall Ridge housing subdivision in Keller. Many of the more than 40 speakers at the meeting were from Keller.

What happened? The Westlake commission approved the site plan following more than two hours in closed session, which was preceded by nearly two hours of public comments.
There were some stipulations for the passage that included:

Install either a series of sound barrier walls, a minimum of 8 feet in height, or as required to visually screen the data center from line of sight along the entire length of the southern boundary of the property, except the entry drive
Install sound barrier walls and/or acoustics around all HVAC cooling towers, generators, fans, and any other similar equipment that are designed to be compatible with the architectural design of the building
