Boerne ISD completes independent financial efficiency audit for FY 2023-24

Boerne ISD received the results of an independent financial efficiency audit, completed by Weaver and Tidwell LLP. According to an Oct. 3 news release, the firm’s objective was to “assess the district’s fiscal management, efficiency, and utilization of resources and whether the district has implemented best practices utilized by Texas school districts.”

Breaking it down: Audit findings show the district’s total operating revenue for all funds for fiscal year 2023-24 totaled $8,941 per student. According to the release, the average for peer districts totaled $11,132 per student, while the state average totaled $13,037 per student.

Additionally, the report found that the district’s operating expenditures for all funds totaled $9,361 per student, while peer districts and the state average were $10,661 per student and $12,944 per student, respectively.

In FY 2023-24, 85% of the district’s funding went toward payroll, compared to the state average of 77.8%.

The average Boerne ISD teacher salary of $59,414 was $2,219 less than that of peer districts and $2,949 less than the state average, according to the release.

McDonald's opening new location near Fair Oaks Parkway

McDonald's plans to open a location near QuikTrip off I-10 and Fair Oaks Parkway.

The site will feature McDonald's and Club Carwash, with both facilities under construction.

The details: This will be the second McDonald's location in the Fair Oaks Ranch area, with another location at 25200 I-10 Lot 2 in San Antonio.

While there is no confirmed opening date for the new store, site workers said the goal is to have the facility constructed and operational by the end of 2025 or early 2026.

Fifth flyover ramp opens at Loop 1604 and I-10 interchange

As part of the ongoing Loop 1604 North Expansion project, the Texas Department of Transportation has opened a new flyover ramp at the Loop 1604 and I-10 interchange Oct. 5.

This flyover ramp will provide a connection from westbound I-10 to eastbound Loop 1604.

The gist: According to a news release from TxDOT, this is the fifth flyover ramp to open in the last 10 months.

According to the news release, drivers will be able to access the flyover ramp on I-10 past UTSA Boulevard and will be able enter Loop 1604 after Lockhill Selma Road. All eight flyovers are expected to be open by the end of 2026.

The background: Once complete, the five-level interchange will consist of eight flyover ramps, roundabouts, an HOV lane and other interchange improvements.

The fourth and fifth levels will include the eight flyover ramps, which will provide higher speed connections between Loop 1604 and I-10, according to the release.

New York-based tech company to run Texas’ education savings account program

Odyssey, a New York-based tech company, has been selected to manage Texas’ $1 billion education savings account program, the state comptroller’s office announced Oct. 6.

The overview: Odyssey will work with the comptroller to launch the program, deemed “Texas Education Freedom Accounts,” ahead of the 2026-27 school year. Families can begin applying for the program early next year, and those accepted will receive thousands of dollars in state funds to send their children to private school or homeschool them.

Zooming in: Odyssey will develop and manage an online platform to administer Texas’ education savings account program. State law also tasks the company with:

  • Collecting applications and determining which families are accepted to the program
  • Approving vendors for education-related materials and services, such as textbooks, transportation and tutoring
  • Reviewing inquiries and complaints about the program
  • Advertising the program and communicating with interested families 

Odyssey operates similar education savings account programs in Georgia, Iowa, Louisiana, Utah and Wyoming.
