Proposed ordinance related to e-bike rules in West U to be presented in late October

City officials are progressing with further development of an ordinance that would regulate the use and registration of certain electric micromobility devices in West University Place.

West U City Council provided directional feedback on a long-awaited draft ordinance Oct. 12 after months of preliminary discussion regarding possible changes to the current City Code of Ordinances.

Some context: In May 2026, City Council attempted to pass an earlier form of the amendment regulating micromobility vehicles before it was effectively tabled in a 3-2 vote, Community Impact previously reported.

In case you missed it: During the discussion, Gary Ratliff, police chief of the West University Place Police Department, recommended that officials strike content related to impoundment penalties because of operational concerns.

Ultimately, West U officials determined that the draft ordinance will incorporate the following requirements:

  • A minimum age of 16 years for electric micromobility device usage

  • Required helmet use for users up to 18 years old

  • Mandatory registration with the city

The first reading will occur Oct. 26.

Harris County Commissioners to discuss flood recovery projects, Flock cameras

The Harris County Commissioners Court is scheduled to discuss several key county issues, including flood recovery projects and Flock cameras.

In a nutshell: Marcus Stuckett, the Harris County Flood Control District executive director, will provide updates on Hurricane Harvey recovery and flood mitigation projects. This discussion follows a one-year extension announced by Texas Land Commissioner Dawn Buckingham for qualifying projects that were at risk of missing a February 2027 deadline.

Also on the agenda: Commissioners will receive a report on the county's use of automated license plate readers, or ALPRs. The report will cover:

  • The amount of money spent on ALPRs

  • The number and location of the cameras

  • A summary of the technology and its use

  • Which agencies have access to the data

  • How other jurisdictions safeguard ALPR data

The court will also discuss data center development and operations. Harris County has 55 operating, under-construction or planned data centers, which have raised resident concerns regarding utility use, noise and grid reliability.
