Here are five new updates that have come from the Frisco Planning and Zoning Commission’s Sept. 22 meeting.

103-lot development withdrawn

The applicant for a proposed 103-lot residential development on 25.6 acres at the southwest corner of Hillcrest Road and PGA Parkway withdrew their preliminary plat.

The project included 24 single-family lots, 65 patio-home lots and 14 homeowners association lots.

Frisco ISD approves elementary class-size state exemption

Frisco ISD is seeking a state waiver for elementary classes in pre-K through fourth grade that exceed the state-mandated 22 students per teacher ratio.

What to know: Texas law limits classes in prekindergarten through fourth grade to 22 students. When a district has a class that exceeds the limit, it must notify the Texas Education Agency and request a maximum class-size exception.

If the district receives the exception, it must notify parents of affected students in writing and identify the specific class and number of students in that class.

Ellie Mental Health plans Frisco location

Ellie Mental Health is planning a new location in Frisco, according to documents filed with TDLR.

What we know: According to a Sept. 21 TDLR filing, a medical office space within Baylor Scott & White Medical Center will undergo a roughly $374,375 renovation to accommodate a new Ellie Mental Health.

Construction to convert the 2,995 square-foot space will begin Oct. 19 and is expected to finish Jan. 11, 2027, according to the filing.

Texas Education Agency requests $97B to fund K-12 education initiatives in 2028-29

The Texas Education Agency is asking state lawmakers to spend $97.3 billion on K-12 education initiatives and staffing in the next two years, up from about $91 billion in the current state budget.

The details: During a Sept. 29 hearing on the agency's legislative appropriations request, Texas Education Commissioner Mike Morath noted that the TEA is "largely a pass-through vehicle to fund schools around the state of Texas." This means that while funding would be allocated to the agency under Article III of the state budget, the majority of that money would be sent to school districts, outside of funds used to pay TEA staff and cover operations for associated entities, such as the State Board of Education.

The TEA is asking for about $49.6 billion for fiscal year 2027-28 and $47.7 billion for fiscal year 2028-29, totaling $97.3 billion for the 2028-29 biennium. Morath said those amounts would "preserve 100% of all funding for public schools" through the Foundation School Program, which is the state's main funding source for K-12 schools, and other initiatives.
