Northwest ISD lowers tax rate, adopts plan to manage debt for FY 2026-27

Northwest ISD board members voted unanimously to decrease the district’s tax rate for the 2026-27 fiscal year and authorized defeasance of the district’s debt at their Aug. 24 meeting.

What happened: According to previous Community Impact reporting, school districts levy property taxes based on $100 valuation for properties located within its district. The board approved a $1.0638 tax rate per $100 valuation for properties located within the district for the 2026-27 fiscal year, which breaks down as follows:

  • $0.6428 for maintenance and operations

  • $0.4210 for interest and sinking

“In 2019, our tax rate was $1.49,” Chief Financial Officer Jonathan Pastusek said. “So that’s about a third decrease in our tax rate total since 2019.”

Pastusek said keeping the I&S rate at $0.4210 is higher than what the district needs, but allows district officials to engage in its defeasance strategy to manage their debt.

Texas Health Alliance to expand, renovate NICU unit

Texas Health Harris Methodist Hospital Alliance will start expansion work this year on its Level III neonatal intensive care unit to double its capacity, a Texas Health spokesperson said.

What’s happening? According to a filing with the Texas Department of Licensing and Regulation, construction on the expansion will begin in October and is scheduled to be completed by Aug. 20, 2027. The renovations will increase the number of beds in the 8,725-square-foot NICU space from eight to 16.

Renovations are expected to cost more than $6.3 million, according to the filing.

"As our community continues to grow, so does the need for specialized care for our smallest and most vulnerable patients," said Tracy Martinez, president of Texas Health Alliance. "This project reflects Texas Health's ongoing commitment to providing advanced neonatal care close to home, ensuring more critically ill and premature newborns have access to the specialized, high-acuity care they need while allowing families to remain near their loved ones during a critical time.”

Q&A: Get to know 3 candidates for Texas Railroad Commissioner

Texas voters will choose from Republican Bo French, Libertarian Arthur DiBianca and Democrat Jon Rosenthal in this November's Texas Railroad Commission race.

The details: The winner of the race will be sworn in to replace incumbent Commissioner Jim Wright in January.

French beat Wright in a May Republican primary runoff, advancing to the general election. Rosenthal ran uncontested in the March Democratic primary, while DiBianca was selected as the Texas Libertarian Party's candidate during an April nominating convention.

Did you know? The three-member railroad commission does not have any jurisdiction over the state's railroads—that authority was transferred to the Texas Department of Transportation and the federal government by 2005, according to the commission's website. Instead, the agency regulates Texas' oil and gas industries.

Looking ahead: Early voting in dozens of local and state races runs from Oct. 19-30, and Election Day is Nov. 3.
