$81M Greenhouse Road underpass set for 2026 construction

According to project details shared by Harris County MUD 500 and Caldwell Companies, a new underpass will include an expanded overpass on Hwy. 290, a tunnel structure underneath the Union Pacific railroad and additional sidewalks and pedestrian crossings.

The big picture:
The project has been under design and gathering funding for nearly 20 years, but according to Harris County Precinct 3 officials, funding for the project was secured in November. The Greenhouse Road connection will travel under the Union Pacific railroad crossing to the Hwy. 290 underpass with a number of factors, including:

  • $81M estimated cost
  • 5 agencies covering project cost
  • 10-foot-wide hike and bike lanes
  • 6-lane roadway

Quote of note:
“It is just hugely important. It shortens the emergency services response times between the north side of Hwy. 290 and the south side of Hwy. 290 and it’s provides just an unbelievable traffic relief between Barker Cypress and Fry Road, which have been at just terrible level of service levels for many, many, many years now,” Caldwell Companies President Peter Barnhart said.

“Thank you all so much for voting unanimously to honor my dad in this way by naming a building after him,” Captain said. “You know, he took a lot of pride in working closely with the county. That wasn't by accident. He really did feel like we needed to work together as the city of Houston and Harris County.”
