Southlake City Council approves $36M capital improvement program

The capital improvement program, or CIP, for Southlake was approved, but council will meet soon to discuss the priorities in future fiscal budgets.

During the Feb. 17 meeting, more than $36.7 million in planned projects for fiscal year 2025-26, which spans from Oct. 1, 2025, to Sept. 30, 2026, was formally approved. Council got the first look at the projects at a Jan. 6 meeting, according to previous reporting.

City Manager Alison Ortowski and Chief Financial Officer Sharen Jackson presented the FY 2026-30 capital improvement program framework during the Jan. 6 meeting.

The details: Various city departments presented 27 projects utilizing funding from nine different sources, totaling nearly $36.72 million, for the FY 2025-26 capital improvement program. Almost $23.23 million in cash has been allocated to the program, constituting 63% of the overall capital budget, according to city documents.

According to the presentation, the FY 2025-26 cash funding will total nearly $17.13 million and the remaining $6.1 million is reallocation from other funds.

All Star Elite to replace Go! Calendars, Toys & Games in Grapevine Mills

A new retail clothing store, specializing in sports-themed apparel, is coming to Grapevine Mills.

Trudy Creswell, director of marketing and business development for the mall, said that All Star Elite will move into a spot previously occupied by Go! Games and Calendars, which closed in late January.

Zooming in: No opening date is available yet for All Star Elite. According to the Simon Property Group website, the store has 10 other locations from Hawaii to New Jersey. The closest location is the Allen Premium Outlets.

What they offer: According to the All Star Elite website, the store sells jerseys and jackets of players such as Kobe Bryant, Shohei Ohtani, LeBron James, Michael Jordan, Negro League Baseball teams and high school jerseys of Texas high school football stars Ashton Jeanty, Shedeur Sanders and Cam Ward.

Gallery: Sam's Club hosts first-of-kind event in Grapevine

Sam’s Club held a first-of-its-kind event in Grapevine, allowing local members to help shape the future of the apparel sold under the Member’s Mark banner, Feb. 16 at Hotel Vin.

The details: Hotel Vin hosted more than 200 Dallas-Fort Worth members who could provide real-time feedback on the look and feel of men's and women's clothing that is planned to debut in stores this spring.

Sam’s Clubs members got a behind-the-scenes look at the collection and had a chance to try on clothing that ranged from dresses to workout gear to dress pants.

What they're saying: “This is a really special area,” said Christine Sharp, group director of product development for Member’s Mark. “Dallas is amazing, and one of our key clubs is located right by here, the Grapevine club. We wanted to be here with the community to show our presence and celebrate this area.”

What else? Sue Jervis, Sam’s Club senior director of consumer and sensory insights, said the planning for this event started about six months ago.

Palestinian restaurant Ayat now open in Richardson

Locally owned 88 BaoBao offers authentic Chinese, Chinese-American cuisine in Frisco, McKinney

Frisco resident Johnny Wong said that after seeing the success his cousin Kevin Chen’s restaurant, 88 BaoBao, was having in California, he and his wife, JoJo He, felt it was the perfect time to bring the concept to their hometown.

Wong said Chen’s father, who has decades of restaurant industry experience, created the recipes used at 88 Baobao. Based on customer requests, the Frisco and McKinney menus feature more Chinese American dishes including orange chicken and broccoli beef, which have become fan favorites.
