🐕 Southwest Research Institute leads city's roaming dog study
San Antonio Animal Care Services and Southwest Research Institute have launched a study of roaming dogs across the city.
Researchers will resurvey the same 32 areas the department studied in 2019, using smartphone cameras and machine vision technology to record where unrestrained dogs are seen and whether each appears owned or a true stray.
Fieldwork runs through December, and SwRI will then deliver a final report. The city says the study is a sampling effort, not a census of every roaming dog.
🏛️ Bexar County opens search for a new county manager
Bexar County has posted an opening for county manager as County Manager David Smith prepares to retire Dec. 31 after 15 years in the role.
The position is appointed by Commissioners Court and serves as the county's chief appointed administrative officer, carrying out court policy, overseeing assigned departments and coordinating the annual budget with the county auditor.
The posting says the manager could also serve as county budget officer and, if selected by its board, executive director of the Alamo Regional Mobility Authority.
🏭 Texas continued processing some data center permits after Gov. Abbott's pause, records show
Texas environmental regulators have continued processing certain data center permits since Gov. Greg Abbott ordered a permitting pause Sept. 21, according to a report from FracTracker, an oil and gas watchdog group.
As of Oct. 16, the Texas Commission on Environmental Quality had moved at least 35 data center-related applications forward, FracTracker and Public Citizen found. The agency fast-tracked or assigned engineers to 14 power generation applications, approved stormwater coverage for 11 and certified air emissions limits for seven.
“No permits have been approved,” Andrew Mahaleris, the governor's press secretary, said. TCEQ spokesperson Victoria Cann told Community Impact that “the commission has not issued any permits related to data centers.”
State Rep. Gina Hinojosa, an Austin Democrat running against Abbott in the Nov. 3 election, said data centers have been “circumventing [Abbott's] audits since day 1.” ERCOT is scheduled to wrap up its audit of proposed data centers in late November. Read more. →
